Job Overview:
The position of Expert in Transport Finance involves working on a project aimed at strengthening the capacity of ESCAP member states to implement low carbon and resilient transport action plans. This project is crucial for accelerating climate action through transport initiatives in the Asia-Pacific region. The expert will be responsible for developing a national transport adaptation plan for Indonesia, which will involve extensive stakeholder engagement, climate risk assessments, and the drafting of actionable strategies that align with the country's Nationally Determined Contributions (NDCs). The role requires collaboration with various stakeholders, including government ministries and local authorities, to ensure that the transport adaptation plan is comprehensive, technically sound, and addresses the unique climate and transport challenges faced by Indonesia.

Duties and Responsibilities:
The duties and responsibilities of the Expert in Transport Finance include: 1) Inception and Planning: Reviewing existing transport sector policies and preparing an inception report that outlines the methodology, workplan, and stakeholder engagement approach. 2) Transport Sector Baseline Assessment: Conducting an analysis of key transport systems, assets, and critical corridors, while considering the institutional and regulatory context. 3) Climate Risk and Vulnerability Assessment: Identifying major climate hazards affecting transport infrastructure and services, assessing their vulnerability, and prioritizing high-risk assets. 4) Gap Analysis: Identifying gaps in current transport planning, design standards, maintenance practices, and institutional capacity for resilience. 5) Stakeholder Consultations: Engaging with transport authorities, operators, and relevant stakeholders to validate risks and identify feasible adaptation measures. This includes active participation in project workshops, technical working group meetings, public consultations, and Technical Advisory Group meetings led by ESCAP. 6) Adaptation Options and Prioritization: Developing and prioritizing transport-specific adaptation measures based on risk reduction, feasibility, and cost considerations. 7) Adaptation Plan Development: Preparing a comprehensive transport adaptation action plan that includes priority measures, timelines, responsible agencies, institutional arrangements, financing considerations, and a framework for monitoring and reporting progress.

Required Qualifications:
Candidates must possess an advanced university degree in transport, civil engineering, energy studies, environmental science, climate change, or a related field. Additionally, they should have at least 7 years of relevant working experience in sustainable transport, climate change adaptation, or resilient infrastructure. Demonstrated expertise in transport infrastructure policy analysis within Southeast Asia is essential. A strong understanding of Indonesia's national climate policies and institutional frameworks is also required to effectively navigate the complexities of the project.

Educational Background:
The educational background required for this position includes an advanced university degree in fields such as transport, civil engineering, energy studies, environmental science, climate change, or other related disciplines. Experience:
