Job Overview:
The ERRM Program Manager is responsible for overseeing the management and supervision of Deputy Program Managers, emphasizing staff capacity building, performance management, and operational support. This role is crucial for ensuring effective project implementation, budget monitoring, and timely follow-up of program activities. The Program Manager will work closely with Grants and Field Coordination teams to support reporting, proposal development, and donor compliance. Additionally, the position involves leading coordination with relevant ERRM stakeholders and external actors while promoting program quality through a dynamic, adaptive, and context-driven management approach. The role is set against a backdrop of complex humanitarian access constraints due to active conflict and insecurity, requiring the Program Manager to navigate challenges such as limited communication infrastructure and high operational pressure linked to rapid emergency response timelines.

Duties and Responsibilities:
  • Oversee the overall management and supervision of Deputy Program Managers, ensuring effective project implementation and staff capacity building.
  • Monitor project budgets and ensure timely follow-up of program activities.
  • Collaborate with Grants and Field Coordination teams for reporting, proposal development, and donor compliance.
  • Lead coordination with ERRM stakeholders and external actors to promote program quality.
  • Address complex humanitarian access constraints and ensure compliance with health and safety measures during deployments.
  • Manage mobile ERRM teams, often remotely, ensuring effective oversight and communication.
  • Develop and implement program activities in line with contractual obligations and SI SOPs.
  • Coordinate with local authorities and administrative structures to facilitate access and operational continuity.
  • Map needs and humanitarian priorities continuously, adapting interventions as necessary. 1
  • Ensure strong technical coordination within the consortium structure across multiple sectors and partners.

Required Qualifications:
  • Proficiency in WASH and Cash Program Management, including planning, implementing, and monitoring projects.
  • Experience in emergency response, with the ability to adapt interventions in response to crises.
  • Strong skills in drafting and developing technical and project management documents.
  • Proven leadership and team management capabilities.
  • Excellent stakeholder engagement skills.
  • Ability to work autonomously and with rigor in high-pressure environments.

Educational Background:
A Bachelor's degree in engineering, Biology, Water Resources Management, Humanitarian/Development/Political Studies, or a related field is required for this position.

Experience:
Candidates should have 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position. This experience is essential for understanding the complexities of humanitarian operations and the specific challenges faced in emergency response contexts.

Languages:
Fluency in English is mandatory for this position. Proficiency in Arabic is considered a bonus, enhancing communication with local stakeholders and communities.

  • The role is based in Juba, South Sudan, and involves working in a highly volatile humanitarian environment. The salary starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 700 is provided, along with accommodation costs and travel expenses. Expatriates benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations.
