Job Overview: The Director, Special Initiatives and Funds will play a pivotal role in leading and coordinating the development and implementation of bank-wide upstream market development activities related to private sector development (PSD), including Public-Private Partnerships (PPP). This position requires a strategic leader who will contribute to the development of thematic policies, strategies, operational plans, and directional papers that guide ADB's work concerning PSD. The Director will oversee both international and local staff and will be responsible for fostering innovation and thought leadership within the division. The role involves engaging with complex issues and guiding others in resolving high-risk problems, ensuring alignment with ADB's Strategy 203
The Director will also be responsible for managing trust fund operations and contributing to human resource and talent management across the bank.
Duties and Responsibilities: The Director will have a comprehensive set of responsibilities, including:
Strategic Management: Leading the division's vision, goals, and strategies to support ADB's PSD initiatives, providing thematic leadership, and facilitating strategic discussions with international organizations.
Operations Management: Overseeing the development and implementation of upstream and midstream market development activities, managing support for Country Partnership Strategies, and collaborating with various departments to address complex development challenges.
Knowledge Management: Promoting best practices and knowledge sharing, identifying emerging areas of knowledge, and ensuring high-quality support for clients.
Trust Fund Management: Providing guidance and oversight on trust fund management to ensure adherence to guidelines.
Human Resource and Talent Management: Contributing to recruitment and talent management, facilitating interdepartmental mobilization of staff resources, and engaging with departments to strengthen staff skills.
Team Management: Planning, implementing, and supervising work plans, managing staff performance, and providing mentoring for ongoing development.
Other Duties: Undertaking additional tasks as directed by the Head of OMDP.
Required Qualifications: Candidates must possess a Master's degree or equivalent in related fields, or a University degree combined with at least 10 years of specialized experience in relevant organizations. A minimum of 15 years of relevant experience within the PSD thematic area at senior levels is required, along with at least 10 years of direct market experience in structuring PPP projects and leading transaction advisory business globally. Candidates should demonstrate the ability to act as a trusted advisor, influence major policy initiatives, and possess strong organizational skills. Experience in diverse multi-cultural environments and conducting policy dialogue with country partners is essential, as well as excellent oral and written communication skills in English.
Educational Background: A Master's degree or equivalent in a relevant field is required for this position. Alternatively, a University degree combined with significant specialized experience may be considered in lieu of a Master's degree. The educational background should be complemented by extensive knowledge and expertise in private sector development and related areas.
Experience: The position requires at least 15 years of relevant experience in the private sector development thematic area at senior levels. Candidates should have a proven track record of at least 10 years of direct market experience in structuring PPP projects and leading transaction advisory business on a global scale. International experience working in various countries is also essential, along with the ability to navigate complex organizational structures and partnerships.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages may be considered an asset, particularly in the context of working in diverse multi-cultural environments.
Additional Notes: This is a fixed-term appointment for a managerial position, initially for a period of 3 years or until the Staff's Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional fixed term period of up to 3 years. The position is not convertible to a regular appointment, and there is no limit on the number of renewals up to the Staff's NRD.
