Job Overview: The Consultant on MIPAA Review will play a crucial role in supporting the designated ageing focal point in Mongolia and building the capacities of line ministries and other agencies responsible for addressing issues related to population ageing and older persons. The consultant will assist in completing a review of Mongolia's ageing policies and the voluntary national review of the Madrid International Plan of Action on Ageing (MIPAA) in preparation for the Fifth Review and Appraisal of the MIPAA. This position also involves the localization and contextualization of the ESCAP digital literacy toolkit for older persons, aimed at enhancing their digital inclusion. The consultant will draft a paper on active longevity centers in Mongolia, contributing to the understanding and development of policies that support older persons in the country. The role requires a deep understanding of the demographic shifts in the Asia-Pacific region, particularly in Mongolia, where the percentage of the population aged 65 years or over is projected to increase significantly in the coming decades. The consultant will engage with various stakeholders, including government agencies and older persons themselves, to ensure that the national review process is inclusive and comprehensive.
Duties and Responsibilities: The consultant will be responsible for a wide range of duties, including: 1) Collaborating with the national ageing focal point to review the survey questionnaire and propose a detailed plan of activities, including stakeholder consultations at the national level, to ensure the timely completion of the survey; 2) Compiling a comprehensive list of stakeholders to be involved in the review exercise in coordination with the national focal point; 3) Coordinating with relevant line ministries and stakeholders to collect qualitative and quantitative data, information, and documents necessary for the survey; 4) Attending and facilitating relevant technical and coordination meetings as required; 5) Supporting the national focal point in drafting and finalizing survey responses based on the collected data and information; 6) Organizing stakeholder consultations to validate the draft national survey response; 7) Revising and finalizing the national survey response after consultations; 8) Completing other tasks necessary to support the national focal point in the survey response process and national review; 9) Reviewing the ESCAP digital literacy toolkit for older persons and translating toolkit materials to reflect the local language and cultural context; 10) Conducting a pilot session to test the localized toolkit with older persons and relevant stakeholders, and finalizing the materials based on feedback received.
Required Qualifications: The position requires an advanced degree in social sciences or related fields such as economics, demography, or gerontology. The consultant must have an established record of policy-focused research and consultancy activities on population ageing and the situation of older persons at the national level. A background and understanding of population ageing issues, along with a track record of relevant work, projects, or publications for international organizations, are essential. Familiarity with the Madrid International Plan of Action on Ageing (MIPAA) and the 2030 Agenda for Sustainable Development is considered an advantage.
Educational Background: Candidates must possess an advanced degree in social sciences or related fields, such as economics, demography, or gerontology. This educational background is crucial for understanding the complexities of population ageing and the associated challenges faced by older persons.
Experience: The consultant should have a significant level of experience in policy-focused research and consultancy activities related to population ageing.
