Duties and Responsibilities:
The consultant will undertake a variety of tasks to support the Government of South Sudan, including:

• Conducting an institutional capacity assessment of the maritime administration, analyzing its organizational structure, staffing, and functional gaps.
• Developing and engaging relevant stakeholders to validate standard operating procedures (SOPs) and operational guidelines for inland waterways transport and maritime administration.
• Designing and delivering targeted training programs on safety oversight, vessel inspection, port operations, and multimodal transport management.
• Undertaking a legal gap analysis to assess the alignment between existing national frameworks and relevant International Maritime Organization (IMO) conventions.
• Drafting legislative and regulatory instruments (acts, regulations, or amendments) to support the domestication of priority IMO conventions.
• Supporting the organization of stakeholder consultations and technical validation workshops on IMO accession and domestication.
• Preparing a comprehensive endorsement package, including finalized legal instruments and recommendations, for government consideration.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in economics, engineering, transport and logistics, international trade, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the master's degree. Furthermore, candidates should have ten years of experience in trade and logistics development, trade facilitation, policy formulation, and economic and trade analysis with a focus on maritime transport. Additionally, five years of experience in capacity building within transport and logistics, particularly in maritime transport, is required. Candidates should also have accumulated three years of progressive experience providing high-level institutional support and strategic advisory services to senior government officials, contributing to policy implementation and decision-making processes.

Educational Background:
