Job Overview:
The Business Transformation Officer (BTO) plays a crucial role in the World Food Programme by leading the Country Technology Team and collaborating with various stakeholders, including other UN agencies and partners. The BTO operates with minimal supervision and is heavily involved in day-to-day activities and analytical work. The primary function of this position is to partner with colleagues and stakeholders to understand their needs and operating environment, transforming business requirements into IT solutions that enhance business satisfaction. The BTO is expected to capture, analyze, and document business requirements for IT solutions, ensuring alignment with WFP policies and strategies. This role also involves managing the service catalog of IT solutions, conducting surveys on business satisfaction, and promoting continuous improvement and innovation within the organization.

Duties and Responsibilities:
The BTO's duties and responsibilities include capturing, analyzing, and documenting business requirements for IT solutions and services, communicating these requirements effectively to business counterparts, and ensuring efficient management of change throughout the implementation process. The BTO will establish and maintain partnerships with internal and external stakeholders to identify business needs and transformation opportunities. They will manage the service catalog of IT solutions, ensuring effective knowledge management, and align IT service levels with SLAs. Additionally, the BTO will conduct surveys on business satisfaction, manage estimates and business cases, and support digital transformation initiatives by identifying opportunities for process improvement. The role also includes providing advice to managers and users, guiding junior staff, and coordinating with other UN agencies to maximize collaboration in IT and telecommunications.

Required Qualifications:
Candidates must possess an advanced university degree in Computer Science, engineering, or a relevant technology-related field. They should have at least three years of progressively responsible postgraduate professional experience in information technology management, digital transformation, business process reengineering, or organizational change management. Experience in a senior leadership role managing IT functions and digital strategy within a large organization is essential. Candidates should demonstrate experience in aligning technology strategies with organizational objectives and managing multidisciplinary teams. Proven ability to manage ICT budgets and vendor contracts while ensuring effective service delivery is also required.

Educational Background:
An advanced university degree in Computer Science, engineering, or a related technology field is required for this position. This educational background is crucial for understanding the technical aspects of the role and for effectively managing IT solutions and services.

Experience:
The position requires at least three years of progressively responsible postgraduate professional experience, specifically in information technology management, digital transformation, business process reengineering, or organizational change management. Candidates should have experience in a senior leadership role managing IT functions and digital strategy within a large and geographically dispersed organization. Experience in supporting field operations in challenging environments, including emergency response and humanitarian programming, is also beneficial.

Languages:
Fluency in English (level C) is mandatory for this position, and knowledge of Kinyarwanda is also a requirement. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

The contract type for this position is Fixed Term (FT) with a duration of 12 months, subject to successful performance and availability of funds.
