Job Overview: The Human Resources Associate plays a crucial role in supporting UNHCR’s People Strategy and the implementation of the 2018 independent Human Resources review. This position is essential for transforming the Division of Human Resources (DHR) from a transactional model into a strategic partner for field operations and senior management. The Human Resources Associate is responsible for ensuring that the right people are in the right positions at the right times, which is vital for UNHCR to effectively protect and respond to persons of concern. The role involves attracting, retaining, and developing a talented and diverse workforce while fostering a culture of excellence, respect, and well-being. The incumbent will provide operational support, assist in workforce planning, manage assignments and talent acquisition, implement HR policies, and ensure duty of care within their area of responsibility. This position requires maintaining confidentiality of HR information and working independently on regular assignments while receiving guidance from supervisors.
Duties and Responsibilities: The Human Resources Associate will implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to needs and risks. Key responsibilities include administering recruitment, assignment, and separation of local staff in accordance with UN/UNHCR rules and procedures, updating personnel records, assisting with recruitment procedures, contributing to workforce planning, and providing a customer service-oriented HR culture. The incumbent will participate in the recruitment of local staff, organize outreach campaigns, track recruitment activities, advise staff on their rights and benefits, and assist in onboarding and offboarding processes. Additionally, the Human Resources Associate will support the security" style="border-bottom: 1px dotted #007bff !important;">security and medical evacuations of UNHCR personnel, maintain daily tracking records, administer medical insurance plans, and manage risks within their area of responsibility. The role may also involve supervising General Service staff and maintaining direct working relationships with various units within DHR.
Required Qualifications: Candidates must possess a minimum of 3 years of relevant experience with a High School Diploma or 2 years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include experience working in Human Resources, knowledge of general HR policies, processes, and systems. Desirable qualifications include experience with HR information technology systems, familiarity with the United Nations, and experience in a multi-cultural setting. Candidates should also demonstrate skills in employee relationship management, local mass recruitment, and talent development.
Educational Background: The educational background required for this position includes a High School Diploma or a Bachelor’s degree in Business Administration, Office Management, Human Resources Management, or a related field. Relevant certifications in these areas are also essential for candidates to be considered for the role.
Experience: The position requires candidates to have a minimum of 3 years of relevant experience in Human Resources for those with a High School Diploma, or 2 years of relevant experience for those with a Bachelor’s degree. Experience should include working with HR policies, processes, and systems, as well as familiarity with HR information technology tools. Experience in a multi-cultural environment and with the United Nations is highly desirable.
Languages: For this position, knowledge of English is mandatory, and candidates should also be familiar with the UN working language of the duty station if it is not English. For General Service jobs, knowledge of English and/or the UN working language is required. Proficiency in local languages is considered an asset.
