Job Overview: The UN Resident Coordinator (RC) serves as the highest-ranking representative of the United Nations development system at the country level. The RC is responsible for leading the UN country team, ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework, and coordinating UN support for the 2030 Agenda. The role requires a deep understanding of the UN's assets and a commitment to sustainable development, with a focus on fostering partnerships with government, civil society, and other stakeholders. The RC must advocate for the Sustainable Development Goals (SDGs) and ensure that the UN's efforts are aligned with national priorities and needs.
Duties and Responsibilities: The Resident Coordinator represents the UN at high levels of government and engages with various stakeholders to address national development challenges. Key responsibilities include leading the UN country team in developing and monitoring the UN Cooperation Framework, coordinating system-wide support to the government, and promoting the UN's fundamental values. The RC is also responsible for conducting context and trend analysis, fostering strategic partnerships, and ensuring effective communication of the UN's efforts. Additionally, the RC oversees country financing instruments, manages security coordination, and promotes staff learning and adherence to UN policies.
Required Qualifications: Candidates must possess a Master's degree or equivalent postgraduate qualification in relevant fields such as development studies, international relations, or social sciences. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. Candidates should have over 15 years of substantive experience in leadership roles at the international level, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator or in senior inter-agency coordination roles is required, along with strong political acumen and experience working with senior government officials.
Educational Background: A Master's degree or equivalent postgraduate qualification in development studies, international relations, political science, economics, social sciences, human rights, law, or closely related fields is required. For suitably qualified candidates, a first-level university degree with relevant experience may be accepted in lieu of an advanced degree.
Experience: Candidates should have over 15 years of substantive experience in leadership roles at the international level, including at least five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of their own country. Previous experience as a Resident Coordinator is required, and senior-level inter-agency coordination experience may be considered in lieu of RC experience. Solid experience in managing multi-sectoral humanitarian programs and operations is desirable, as is experience in security decision-making in complex environments.
Languages: English is required for this position, with a minimum proficiency of UN Level III in reading, writing, listening, and speaking. French is desirable, also requiring a minimum proficiency of UN Level III in all language skills. The working languages of the United Nations Secretariat are English and French, and proficiency in both is advantageous for effective communication and collaboration.
Additional Notes: The position is classified as an A duty station, with a duration of assignment of five years. The start date is as soon as possible, and eligibility is limited to candidates who are members of the Resident Coordinator Pool.
