The United Nations Office for Disaster Risk Reduction (UNDRR) was established in December 1999 and serves as the focal point within the United Nations system for coordinating efforts to reduce disaster risks. The organization aims to ensure synergies among disaster reduction activities across the UN and regional organizations, addressing both developed and less developed countries. UNDRR is led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG) and has a workforce of over 160 staff members based in its headquarters in Geneva, Switzerland, as well as in various regional offices. The organization plays a crucial role in guiding, monitoring, analyzing, and reporting on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-203
  • It supports regional and national implementations of the framework and works to catalyze action and raise global awareness about reducing disaster risks, collaborating with UN Member States and a diverse range of partners, including civil society, the private sector, parliamentarians, and the scientific community.

Job Overview:
The Programme Management Officer position is located in the UNDRR Office in Bonn, Germany, and reports to the Head of the UNDRR Bonn Office, under the overall guidance of the Chief of the Risk Knowledge, Monitoring and Capacity-Development Branch. The role involves developing, implementing, and evaluating assigned programs and projects, as well as monitoring and analyzing their development and implementation. A significant aspect of the position includes the implementation of the UNDRR data strategy across various program work streams. The officer will be responsible for coordinating the ongoing development of DELTA Resilience, a system for tracking and analyzing disaster and hazardous events, losses, and damages. This includes liaising with the Information Design & Technology Solutions unit to enhance system architecture and functionalities, as well as researching and presenting information on disaster impact data for various use cases. The officer will also coordinate policy development, generate survey initiatives, organize written outputs, and provide substantive backstopping to meetings and conferences. The role requires initiating outreach activities, managing technical partnerships, and leading the roll-out of DELTA Resilience, including providing guidance to external consultants and government officials. Additionally, the officer will coordinate budget-related activities and collect and analyze data to identify trends and provide insights for data-driven planning and decision-making.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a comprehensive set of duties, including: developing, implementing, and evaluating assigned programs and projects; monitoring and analyzing program/project development and implementation; coordinating the development of DELTA Resilience; liaising with relevant units to enhance system architecture; researching and analyzing disaster impact data; coordinating policy development and preparing evaluations; generating survey initiatives and designing data collection tools; organizing written outputs such as background papers and reports; providing substantive backstopping to meetings and conferences; initiating outreach activities and managing technical partnerships; leading the roll-out of DELTA Resilience; coordinating budget funding activities; and collecting and analyzing data to identify trends and provide insights. The officer will also perform other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of theories, concepts, and approaches relevant to data science, data analysis, disaster risk reduction, and climate change adaptation. They should be able to analyze and interpret data to support decision-making and convey information effectively. The ability to identify and resolve issues, conduct data collection using various methods, and apply judgment in assignments is essential. Candidates should demonstrate professionalism, efficiency, and a commitment to gender perspectives and human rights in their work. Strong planning and organizational skills are required, along with a client-oriented approach and technological awareness.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of a degree program in data analytics or data science is desirable.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in project or program management or a related area. Additionally, three years of experience specifically in disaster data analytics or disaster information management is required. Demonstrable experience in disaster loss assessments is also necessary, while experience in disaster risk reduction, climate change adaptation, or loss and damage is considered desirable.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. Additionally, proficiency in either French, Spanish, Arabic, Russian, or Chinese (Mandarin) is desirable. Candidates should refer to the UN Language Framework for the minimum required level for each skill in these languages.
