Job Overview: The WEE Programme Specialist will report to the Deputy Representative/Head of Programmes and will lead the planning, implementation, and management of the Women’s Economic Empowerment (WEE) interventions in Ukraine. This role is critical in addressing the economic challenges faced by women, particularly in the context of the ongoing crisis in Ukraine, which has disproportionately affected women and girls. The specialist will be responsible for designing and developing program strategies, managing the implementation of the WEE programme, and ensuring effective collaboration with various stakeholders including government officials, civil society, and private sector partners. The position requires a strong focus on advancing women's economic empowerment through initiatives that promote access to labor markets, support women entrepreneurs, and dismantle structural barriers in traditionally male-dominated sectors. The specialist will also oversee monitoring and reporting of the programme's progress, ensuring alignment with UN Women’s strategic goals and the broader UN development agenda.
Duties and Responsibilities:
Design and develop programme strategies in the area of Women’s Economic Empowerment (WEE), including drafting proposals and inputs for country strategy documents.
Manage the implementation of the WEE programme, including finalizing workplans and budgets, ensuring technical implementation, and managing partner reports.
Oversee monitoring and reporting of programme implementation, writing quarterly and donor reports.
Manage financial resources of the WEE programme, including budget management and personnel supervision.
Develop partnerships and resource mobilization strategies, analyzing donor opportunities and preparing briefs.
Contribute to inter-agency coordination on WEE, ensuring alignment with other UN efforts.
Manage advocacy and communication efforts, developing background documents and representing UN Women in relevant meetings.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in economics, finance, social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification is considered an advantage.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as economics, finance, social sciences, human rights, gender studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted.
Experience: At least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects is required. Technical experience in women’s economic empowerment is essential, along with proficiency in office software and web-based management systems. Experience in liaising with government agencies and donors is desirable, as is experience working within the UN System.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language such as French, Arabic, Chinese, Russian, or Spanish is desirable.
Additional Notes: The position is full-time and involves leading a team of 4-6 personnel.
