Job Overview:
The Inclusive psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (PSS) Expert role is pivotal in supporting the Ministry of Education and Science of Ukraine in enhancing inclusive education systems and access to quality support services for children with special educational needs. This position is integral to the implementation of the National Strategy for the Development of Inclusive Education, focusing on establishing a dedicated state institution that will provide methodological, analytical, and organizational support to the network of Inclusive Resource Centres. The expert will be responsible for strengthening the psychological and psychosocial support components of inclusive education services, ensuring that these services are evidence-based, trauma-informed, and of high quality. The role involves working closely with various stakeholders, including government institutions and educational professionals, to improve the overall quality and sustainability of psychological services throughout Ukraine.

Duties and Responsibilities:
As the Inclusive Psychosocial Support (PSS) Expert, your responsibilities will include leading the analysis and synthesis of evidence, conducting needs assessments, and drawing insights from project learnings to enhance the psychological and psychosocial support services of Inclusive Resource Centres. You will develop and refine methodological approaches tailored for children with special educational needs and their families, while also supporting the establishment of standards, quality criteria, and professional support mechanisms for psychologists and other specialists. Additionally, you will create practical tools and guidance materials, contribute to training programs, and promote the integration of trauma-informed approaches within the services. Your role will also involve monitoring, evaluation, and learning activities to ensure the effectiveness of the implemented strategies and to provide recommendations for institutionalization and scaling up of services. Collaboration with government stakeholders and project partners will be essential to facilitate knowledge-sharing and capacity exchange initiatives.

Required Qualifications:
Candidates for this position should possess an advanced degree (Master’s degree or higher) in psychology, education, social work, public administration, or a related field. A minimum of five years of professional experience in relevant areas such as mental health, psychosocial support, or inclusive education is required. Demonstrated experience in developing analytical, methodological, training, regulatory, or organizational materials is essential. Candidates should also have experience working with children with special educational needs and applying trauma-informed and inclusive approaches. Experience in collaborating with government institutions and educational establishments is highly desirable.

Educational Background:
The educational background required for this position includes an advanced degree, specifically a Master’s degree or higher, in fields such as psychology, education, social work, public administration, or related disciplines. This advanced education is crucial for understanding the complexities of inclusive education and psychosocial support systems.

Experience:
The position requires a minimum of five years of professional experience in relevant fields, including mental health, psychosocial support, and inclusive education. Candidates should have a proven track record of developing materials and working with children with special educational needs, as well as experience in trauma-informed practices and collaboration with educational institutions and government bodies.

Languages:
Fluency in both English and Ukrainian is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the development of training materials and guidelines.

Additional Notes:
This position is based in Kyiv, Ukraine, and is offered on a fixed-term contract from August 2026 to July 2027, with the possibility of extension based on funding availability and performance. The role reports to Kateryna Pavlenko, Inclusive Education Manager at the Ministry of Education and Science of Ukraine, and the NORCAP Education Thematic Manager. The position is open to both international and national candidates, with a preference for Ukrainian nationals.
