Job Overview: The Temporary ICT Project Manager position is designed to support the transition of Information and Communication Technology (ICT) services from Host Nation (HN) to NATO Communications and Information Agency (NCIA) services. The successful candidate will be expected to provide expert advice on ICT components based on operational requirements, manage risks, and coordinate ICT layout changes during construction phases. This role is critical in ensuring that JSEC's ICT infrastructure meets the operational needs of NATO missions. The incumbent will also serve as the primary point of contact for various stakeholders, ensuring effective communication and collaboration throughout the project lifecycle. The position requires a proactive approach to problem-solving and the ability to adapt to changing operational demands.
Duties and Responsibilities: The duties and responsibilities of the Temporary ICT Project Manager include:
Supporting the transition of ICT services from Host Nation to NCIA, ensuring a seamless integration of services.
Advising the Branch Head on ICT enablement and planning ICT components based on JSEC's operational requirements.
Identifying risks and bottlenecks in the ICT transition process and developing strategies to mitigate these risks.
Coordinating ICT layout changes for staff relocations during construction phases of legacy buildings.
Collaborating with NCIA on technical requirements for infrastructure adaptations.
Managing and processing ICT requests, ensuring quality assurance for ICT adaptations in legacy buildings.
Planning and coordinating the retrograde of Host Nation ICT services in collaboration with JSEC management.
Acting as the liaison with Host Nation stakeholders regarding ICT support and serving as the point of contact for various meetings.
Managing project milestones and ensuring timely execution of project deliverables. 1
Serving as the JSEC J6 Project Manager for NCIA projects related to ICT transition, ensuring alignment with JSEC's native CIS implementation plan.
Required Qualifications: The required qualifications for the Temporary ICT Project Manager position include:
A university degree with at least 4 years of relevant experience, or higher secondary education with advanced vocational training leading to a professional qualification and 5 years of related experience, including 2 years in a functionally related role.
Proven experience in project management, demonstrating the ability to lead and coordinate complex projects effectively.
A solid understanding of system infrastructure, software development lifecycles, and data security" style="border-bottom: 1px dotted #007bff !important;">security protocols.
Proficiency in English, with a minimum SLP (Standardized Language Proficiency) level of 3333 in listening, speaking, reading, and writing, as the work environment primarily operates in English.
Educational Background: Candidates must possess a university degree or higher secondary education with advanced vocational training leading to a professional qualification. This educational background should be complemented by relevant work experience in ICT project management or related fields, ensuring that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.
Experience: Candidates should have a minimum of 4 years of post-related experience if they hold a university degree, or 5 years of experience with higher secondary education and advanced vocational training. This experience should include a focus on project management and a demonstrated ability to manage ICT systems and infrastructure effectively. Additionally, candidates should have experience in coordinating with various stakeholders and managing complex projects in a multinational environment.
Languages: The mandatory language for this position is English, with a required proficiency level of SLP 333

Additional Notes: The selected candidate will initially receive a six-month contract, with the possibility of extension for an additional six months based on performance and operational needs. The gross monthly salary for this position is EURO 9,184.09, subject to taxation. Temporary personnel are responsible for their tax obligations. The benefits package includes pension contributions (12% of basic salary), medical and accident benefits, and paid leave of 2.5 days per month worked.
