Job Overview:
The Programme Management Specialist will play a crucial role in supporting the management, implementation, monitoring, and reporting of the ACT Programme, which is focused on ending violence against women and girls. This position involves overseeing the human and financial resources of the team, providing program management support, and ensuring adherence to delivery rates and resource utilization. The specialist will also provide technical guidance and quality assurance to program personnel, ensuring successful delivery of the ACT programme. The role requires a comprehensive understanding of program management, including the ability to analyze and confirm alignment of project budgets with logical frameworks, oversee quality control, and monitor progress against performance indicators. The specialist will engage with stakeholders, build partnerships, and coordinate activities to ensure the program's sustainability and effectiveness.

Duties and Responsibilities:
  • Oversee Programme Management and implementation of global and regional programme: Assess implementation of annual work plans, provide recommendations for compliance with programme goals, analyze project budgets, oversee quality control, and ensure alignment with overall operations plans.
  • Build Stakeholder engagement and capacity strengthening: Establish relationships with partners, provide technical assistance, identify capacity-building opportunities, and coordinate meetings with stakeholders.
  • Oversee monitoring and reporting of programme: Review and recommend monitoring standards, gather information for reports, coordinate management committee meetings, and provide technical support for audits.
  • Oversee and guide people and budget management: Monitor financial situations, ensure effective communication, and manage budget implementation.
  • Develop sustainability plans: Support partnerships and resource mobilization strategies, conduct research on donors, and prepare materials for donor engagement. The incumbent may also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, or Gender. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must have at least 5 years of progressively responsible experience in programme/project management, implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience working with governments, donors, and civil society organizations is essential, along with skills in setting priorities, budgets, and work plans. Familiarity with UN programme management systems and experience in resource mobilization are desirable.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Social Sciences, Political Science, Development, Public Administration, or Gender. Alternatively, a first-level university degree with additional qualifying experience may be accepted. This educational background is crucial for understanding the complexities of gender equality and women's empowerment initiatives.

Experience:
Candidates should have a minimum of 5 years of progressively responsible experience in programme/project management, including implementation, coordination, monitoring, evaluation, and donor reporting. Experience in working with governments, donors, and civil society organizations is highly valued. Familiarity with UN systems and international experience is also desirable, as it enhances the candidate's ability to navigate the complexities of global gender issues.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and would be an asset in facilitating communication and collaboration in a diverse international environment.

The position does not involve direct supervision of personnel, but the incumbent may provide guidance and quality assurance oversight to team members.
