Job Overview: The Project Manager will be responsible for the design, planning, and successful delivery of gender-transformative projects throughout the entire project management cycle. This role requires adherence to donor requirements and Plan International's minimum standards and best practices. The Project Manager will lead a project team and oversee all aspects of the project, ensuring compliance with the organization's values and policies related to safeguarding, gender equality, and inclusion. The position involves collaborating with local partners, establishing project governance structures, and developing detailed implementation plans. The Project Manager will also be responsible for monitoring and evaluating project outcomes, ensuring effective communication with stakeholders, and maintaining strong relationships with community-based organizations and partners.
Duties and Responsibilities: The Project Manager's key responsibilities include initiating project ideas aligned with the country strategy, conducting due diligence, shaping gender-transformative scopes with partners, and managing pre-startup activities. The role involves collaborating with partners to establish governance structures, developing implementation plans that cover risk management, procurement, human resources, monitoring, and budgets. The Project Manager will lead project implementation by coordinating teams, overseeing monitoring and evaluation, managing risks and finances, and ensuring timely reporting. Additionally, the Project Manager will integrate gender-transformative approaches and safeguarding measures, ensure effective project monitoring and evaluation, and facilitate smooth project closure by reviewing achievements, finalizing activities, and submitting reports. Leadership responsibilities include modeling organizational values, motivating the team, clarifying objectives, and managing resources effectively.
Required Qualifications: Candidates must possess extensive experience in project management, with a strong understanding of project cycle management best practices. Experience working with partner organizations in co-creating and mutual oversight is essential. Candidates should have knowledge and experience in project budgeting, activity monitoring, and expenditure tracking. Familiarity with monitoring and evaluation activities, human resources management, procurement processes, and supply chain management is also required. Strong leadership skills and the ability to manage teams effectively are crucial, along with a good working knowledge of donor compliance.
Educational Background: A relevant educational background is required, typically including a degree in project management, international development, social sciences, or a related field. Advanced degrees or certifications in project management or related disciplines may be advantageous.
Experience: Candidates should have a proven track record of managing projects, ideally in the development or humanitarian sectors. Experience in leading teams and working collaboratively with diverse stakeholders is essential. Familiarity with the specific challenges faced by vulnerable populations, particularly women and youth, is highly desirable.
Languages: Fluency in English is mandatory, as all applications must be submitted in English. Knowledge of Arabic is advantageous, given the local context and the communities served by Plan International.
