Job Overview:
The National Consultant – Blue Economy Specialist position is focused on activating the Circular Economy Portfolio within the context of Bangladesh's blue economy initiatives. The consultant will be expected to provide expert advice and support in the development and implementation of strategies that promote sustainable use of ocean resources, enhance marine biodiversity, and contribute to the overall economic growth of the country. The role involves collaboration with various stakeholders, including government agencies, NGOs, and the private sector, to foster partnerships that drive the blue economy agenda. The consultant will also be responsible for conducting assessments, providing recommendations, and facilitating workshops to raise awareness and build capacity among stakeholders regarding blue economy practices.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant – Blue Economy Specialist include but are not limited to:
  • Conducting comprehensive assessments of the current state of the blue economy in Bangladesh, identifying opportunities and challenges.
  • Developing strategic plans and frameworks for the activation of the Circular Economy Portfolio, ensuring alignment with national policies and international best practices.
  • Engaging with stakeholders to promote collaboration and partnerships that support blue economy initiatives.
  • Facilitating workshops and training sessions to enhance the understanding of blue economy concepts among stakeholders.
  • Providing technical support and guidance to government agencies and other partners in the implementation of blue economy projects.
  • Monitoring and evaluating the progress of blue economy initiatives, providing regular reports and recommendations for improvement.
  • Contributing to the development of communication materials and strategies to raise awareness about the importance of the blue economy.

Required Qualifications:
The required qualifications for the National Consultant – Blue Economy Specialist include:
  • A strong background in environmental science, marine biology, or a related field.
  • Proven experience in blue economy initiatives, circular economy practices, and sustainable development.
  • Excellent analytical and problem-solving skills, with the ability to assess complex situations and provide actionable recommendations.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Experience in project management and capacity building is highly desirable.
  • Familiarity with UNDP's policies and procedures is an advantage.

Educational Background:
The educational background required for this position includes a minimum of a Master's degree in environmental science, marine biology, sustainable development, or a related field. A PhD in a relevant discipline would be an asset and may enhance the candidate's profile.

Experience:
Candidates should have a minimum of 5 years of professional experience in the field of blue economy, circular economy, or sustainable development. Experience working with international organizations, government agencies, or NGOs in Bangladesh or similar contexts is highly desirable. Proven track record of successfully managing projects and engaging stakeholders is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Bengali or other local languages is considered an asset and would be beneficial for effective communication with local stakeholders.

This position is for an individual contractor and is expected to last for a period of 90 working days over 9 months, starting from 15 July 202
  • The consultant will be required to submit proposals directly through the UNDP supplier portal by the indicated deadline. The role is part-time, and the consultant will work remotely while engaging with stakeholders in Bangladesh. Compensation will be based on UNDP's standard rates for individual contractors, and additional benefits may be provided as per UNDP policies.
