Job Overview:
The Youth Programme Development Manager will play a crucial role in leading the design, development, and implementation of a youth program in Mozambique. This program is focused on providing young people with educational and developmental opportunities, enabling them to pursue pathways in education, livelihoods, and social engagement. The primary purpose of this role is to provide technical leadership in establishing the youth program, ensuring that it aligns with NRC's overall mission and strategies. The manager will be responsible for setting up the program team, managing the program budget, maintaining partnerships, and developing new technical programming tools and resources. The position requires a strategic approach to program development, ensuring that activities are harmonized across all area offices and that staff receive the necessary technical training. The manager will also represent NRC in national-level working groups and collaborate with various stakeholders to enhance program effectiveness.

Duties and Responsibilities:
The Youth Programme Development Manager will have a comprehensive set of responsibilities, including:
  • Setting up and recruiting the youth program team structure, ensuring that the team is equipped to implement the program effectively.
  • Managing the implementation of the program in accordance with the approved grant, ensuring that all activities are carried out as planned.
  • Holding overall responsibility for the youth program budget, acting as the budget holder for all related budget lines.
  • Maintaining existing partnerships and identifying new opportunities for collaboration based on the needs identified in the program strategy.
  • Developing and revising the youth program strategy, creating new technical programming tools and resources that align with NRC's education program and other relevant core competencies.
  • Ensuring consistency and harmonization across the youth program in all area offices through coordination and technical training of staff.
  • Representing NRC in relevant national-level working groups focused on youth, education, protection, and livelihoods, collaborating with other core competencies and technical platforms.
  • Conducting regular reflection sessions with field staff to analyze data and learning, using insights to inform program development.
  • Liaising with core competency specialist teams to explore integrated programming opportunities. 1
  • Technically overseeing the implementation of the youth program across all area offices and documenting learning to inform future iterations of the program.

Required Qualifications:
Candidates for the Youth Programme Development Manager position must meet several qualifications, including:
  • A minimum of 5 years of experience in a technical and/or operational youth program management role.
  • Proven experience working in complex and volatile contexts, demonstrating the ability to adapt to challenging environments.
  • Documented results related to the responsibilities of the position, showcasing successful program management and implementation.
  • Experience in coordination and liaising with external actors, highlighting the ability to build and maintain partnerships.
  • Prior experience in technical capacity development, indicating a strong understanding of how to enhance the skills of team members and partners.
  • Fluency in Portuguese and English, both written and verbal, with additional proficiency in Spanish being a plus, along with a willingness to learn Portuguese.

Educational Background:
The educational background required for the Youth Programme Development Manager position includes a relevant degree in social sciences, education, international development, or a related field.
