Job Overview:
The position of Missions within SOLIDARITES INTERNATIONAL (SI) is crucial for enhancing the quality, accountability, monitoring, evaluation, and learning (MEAL) components of humanitarian programs. The role involves developing and implementing robust MEAL systems and methodologies to ensure effective monitoring of program performance. The position supports evidence-based decision-making, enhances accountability to affected populations, and promotes continuous learning while ensuring compliance with donor and organizational standards. The role is set against a backdrop of significant humanitarian needs in South Sudan, where food insecurity and health crises are prevalent. The successful candidate will be expected to navigate complex challenges, including active conflict and public health risks, while ensuring the effective delivery of humanitarian assistance.

Duties and Responsibilities:
The duties and responsibilities of the Missions position include structuring and strengthening the MEAL department at both coordination and field levels. This involves developing and harmonizing MEAL systems, tools, processes, and reporting mechanisms in accordance with organizational standards and donor requirements. The role also requires providing capacity building and technical support to MEAL and program staff through mentoring, training, and supervision. Additionally, the position entails reinforcing and operationalizing Feedback and Complaint Response Mechanisms (FCRM) to ensure accountability to affected populations. The successful candidate will also be responsible for strengthening information management, data analysis, and reporting systems to ensure timely and accurate information is available for decision-making. Continuous coordination with local authorities and stakeholders is essential to facilitate access and operational continuity.

Required Qualifications:
Candidates must possess a strong knowledge of MEAL systems, methodologies, and tools in humanitarian and emergency response contexts. A proven track record in designing and implementing monitoring frameworks, indicator tracking systems, and data collection methodologies is essential. Experience in developing and managing accountability mechanisms, including FCRM, is also required. Strong information management and data visualization skills, particularly proficiency in Excel and data management platforms such as Kobo, ODK, or Power BI, are necessary. Additionally, candidates should demonstrate strong interpersonal and communication skills, organizational and planning abilities, and excellent reporting and presentation skills.

Educational Background:
A Bachelor’s degree in engineering, biology, water resources management, humanitarian/development/political studies, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of humanitarian work and the technical aspects of MEAL systems.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 3 to 4 years in a similar position. This experience should include direct involvement in MEAL activities and a demonstrated ability to manage complex humanitarian programs effectively.

Languages:
English is mandatory for this position, while proficiency in Arabic is considered a bonus. Strong communication skills in both languages will facilitate effective interaction with diverse stakeholders and communities.

  • The role is based in Juba, South Sudan, which is currently relatively stable compared to other regions in the country. The salary for this position starts from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 700 is provided, along with accommodation costs and travel expenses covered by the organization. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations.
