Job Overview: The WEE Programme Specialist will report to the Deputy Representative/Head of Programmes and will lead the planning, implementation, and management of the Women’s Economic Empowerment (WEE) interventions in Ukraine. This role involves collaborating with various stakeholders including government officials, civil society, and UN Women HQ staff to ensure effective program implementation. The specialist will be responsible for designing and developing program strategies, managing the technical implementation of the WEE program, and ensuring alignment with UN Women’s Strategic Plan and the country’s strategic priorities. The position requires a strong focus on advancing women's economic empowerment, addressing gendered barriers in traditionally male-dominated sectors, and promoting women's access to labor markets and entrepreneurship.
Duties and Responsibilities:
Design and develop program strategies in Women’s Economic Empowerment (WEE), including drafting proposals and policy documents.
Manage the implementation of the WEE program, including finalizing work plans and budgets, overseeing technical implementation, and ensuring synergies with other teams.
Monitor and report on program implementation, writing quarterly and donor reports focusing on results and outcomes.
Manage financial resources, including drafting financial reports and supervising program analysts.
Build partnerships and develop resource mobilization strategies, analyzing donor opportunities and preparing briefs.
Contribute to inter-agency coordination on WEE, ensuring alignment with other partners' efforts.
Manage advocacy and communication efforts, developing strategies and representing UN Women in relevant meetings.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in fields such as economics, finance, social sciences, human rights, gender studies, or international development. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification is considered an advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management and women’s economic empowerment.
Educational Background: A Master’s degree or equivalent in relevant fields is required. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification would be beneficial.
Experience: At least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects is required. Technical experience in women’s economic empowerment is essential. Familiarity with office software and web-based management systems is necessary, along with experience in liaising with government agencies and donors. Experience within the UN system and with modern web-based ERP systems is desirable.
Languages: Fluency in English is mandatory. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
