Job Overview:
The Technical Advisor for Polio will lead the strategic and technical management of the STRIDES initiative, focusing on the surveillance, detection, and data analysis related to polio eradication. This role requires ensuring that STRIDES activities align with global guidelines, national policies, and the standards set by the Global Polio Eradication Initiative (GPEI). The advisor will provide high-quality strategic assistance in the Democratic Republic of the Congo (DRC) and oversee the technical implementation of polio-related activities, collaborating closely with regional and national teams to ensure adherence to STRIDES technical approaches. The advisor will also play a crucial role in capacity building, mentoring, and providing strategic assistance to national teams, local partners, and government counterparts in areas such as polio surveillance, sample management, and data quality, ensuring alignment with U.S. government priorities in global health security" style="border-bottom: 1px dotted #007bff !important;">security.

Duties and Responsibilities:
The Technical Advisor will be responsible for a variety of tasks including:
  • Leading the development and implementation of the technical components of the STRIDES Polio work plan at the national level, ensuring compliance with financial constraints and available resources.
  • Overseeing daily technical and operational activities related to the national STRIDES Polio program.
  • Coordinating with technical and programmatic staff to ensure activities are conducted in accordance with contract requirements and FHI 360 policies.
  • Providing technical guidance and quality control for work performed by local subcontractors involved in polio activities.
  • Collaborating with national STRIDES finance and operations teams to prepare sub-contracts and budgets.
  • Contributing to planning and making recommendations regarding operations and implementation of STRIDES at the national level.
  • Ensuring high-quality implementation in accordance with global standards and best practices while meeting contractual obligations.
  • Supervising team members and leading professional development initiatives.
  • Reviewing financial and technical reports for donor submission. 1
  • Identifying risks related to technical deliverables and developing mitigation plans.

Required Qualifications:
Candidates must possess strong project management skills, the ability to prioritize effectively, and a comprehensive understanding of polio eradication efforts, including surveillance, case investigation, laboratory services, and related fields. They should have a general understanding of the external environment and its impact on the sector, including political, legal, environmental, financial, and social influences. Strong diagnostic, analytical, and problem-solving skills are essential, along with the ability to communicate effectively and collaborate with colleagues and external partners. Negotiation skills and the ability to persuade others of the importance of ideas or plans are also required.

Educational Background:
A Master's degree or equivalent in health, life sciences/social sciences, international development, or a related field is required. A project management certification would be an asset.

Experience:
Candidates should have at least 8 years of relevant experience in design" style="border-bottom: 1px dotted #007bff !important;">program design and evaluation, with a focus on public health related to polio eradication, particularly in developing countries. Experience in managing large-scale public health initiatives involving polio surveillance and sample transport is required. Previous experience with NGOs, government agencies, or private organizations engaged in polio eradication is preferred. Experience in developing or managing international programs is a plus, along with experience coordinating with government entities and partners in the GPEI.

Languages:
Fluency in French is mandatory, and proficiency in English is desirable. Knowledge of additional languages relevant to the region may be beneficial.

Additional Notes:
The position is full-time and may involve travel within the DRC. The role requires a commitment to high-quality deliverables and adherence to contractual obligations. Compensation and benefits will be discussed during the interview process.
