Job Overview: The Technical Advisor for Polio will lead the strategic and technical management of the STRIDES initiative, focusing on the surveillance, detection, and data analysis related to polio eradication. This role requires ensuring that STRIDES activities align with global guidelines, national policies, and the standards set by the Global Polio Eradication Initiative (GPEI). The advisor will provide high-quality strategic assistance in the Democratic Republic of the Congo (DRC), overseeing the implementation of polio-related activities and collaborating closely with regional and national teams to ensure adherence to technical approaches, address implementation challenges, and adapt interventions to evolving epidemiological and operational contexts. The advisor will also play a crucial role in capacity building, mentoring, and providing strategic assistance to national teams, local partners, and government counterparts in areas such as polio surveillance, sample management, data quality, and related fields, ensuring alignment with U.S. government priorities for global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security.
Duties and Responsibilities: The Technical Advisor will be responsible for a variety of tasks including:
Leading the development and implementation of the technical components of the STRIDES Polio work plan at the national level, ensuring compliance with financial constraints and available resources.
Overseeing daily technical and operational activities related to the national STRIDES Polio program.
Coordinating with technical and programmatic staff to ensure activities meet contract requirements and FHI 360 policies.
Supervising field staff and local consultants to ensure technical quality.
Collaborating with national finance and operations teams to prepare sub-contracts and budgets.
Providing technical leadership for various components of the STRIDES Polio program.
Contributing to planning and making recommendations regarding operations and implementation of STRIDES at the national level.
Developing strategies and tools for the design and implementation of specific technical components within STRIDES programs.
Ensuring high-quality implementation in accordance with global standards and best practices while meeting contractual obligations. 1
Identifying training gaps and developing training activities at the national level. 1
Reviewing financial and technical reports for donor submission. 1
Ensuring that technical deliverables and implementation activities comply with best practices and proactively identifying risks or challenges.
Required Qualifications: Candidates must possess strong project management skills, the ability to prioritize effectively, and a deep understanding of polio eradication efforts, including surveillance, case investigation, laboratory services, and related areas. They should have a comprehensive understanding of the external environment and its impact on the sector, including political, legal, environmental, financial, and social influences. Strong diagnostic, analytical, and problem-solving skills are essential, along with the ability to communicate effectively and collaborate with colleagues and external partners. Negotiation skills and the ability to persuade others of the importance of ideas or plans are also required.
Educational Background: A Master's degree or equivalent international qualification in health, life sciences/social sciences, international development, or a related field is required. A project management certification would be an asset.
Experience: Candidates should have at least 8 years of relevant experience in program design and evaluation, with a focus on public health related to polio eradication, particularly in developing countries. Experience in managing large-scale public health initiatives involving polio surveillance and sample transport is required. Previous experience with NGOs, government agencies, or private organizations engaged in polio eradication is preferred, along with experience in international program development or management.
Languages: Fluency in English is mandatory, and proficiency in French is highly desirable. Knowledge of additional languages relevant to the region may be beneficial.
