Job Overview: The Partnerships Officer will play a crucial role in supporting the UN Resident Coordinator and the UN Country Team (UNCT) in establishing and managing strategic partnerships aimed at achieving the Sustainable Development Goals (SDGs). This position involves providing substantive support for strategic planning and coordination of partnerships with civil society, the private sector, and other stakeholders. The officer will assist in the development and implementation of the UN Partnership Strategy, ensuring alignment with national priorities and the UN Sustainable Development Cooperation Framework. The role requires active engagement with various stakeholders to foster collaboration and resource mobilization initiatives, contributing to the overall effectiveness of the UNCT in the DRC.
Duties and Responsibilities: The Partnerships Officer will be responsible for several key duties, including:
Assisting in the provision of substantive support for strategic planning and coordination of UNCT partnerships;
Advising on the development and implementation of the UN Partnership Strategy;
Supporting the UNCT working group for effective implementation and monitoring of the partnership strategy;
Conducting liaison and coordination with UN entities to define a value proposition for local partnerships;
Serving as a key entry point for external stakeholders seeking guidance on partnering with the UNCT;
Building strong relationships with development partners, government entities, and the private sector;
Providing support in identifying risks and opportunities related to partnerships;
Assisting in the establishment and management of pooled funds for resource mobilization;
Promoting partnerships to support financing for the SDGs; 1
Required Qualifications: Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in development cooperation. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should also have experience in designing and implementing partnerships, as well as resource mobilization strategies. Knowledge of inclusion strategies promoting gender equality, youth participation, and disability inclusion is desirable. Familiarity with UN interagency coordination and knowledge management in development cooperation is also beneficial.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.
Experience: The position requires a minimum of five years of relevant experience in strategic support to partnerships, project/programme management, and resource mobilization. Candidates should have a proven track record in developing strategic partnerships and resource mobilization strategies, with experience in promoting gender equality and inclusion being desirable. Experience in UN interagency coordination and knowledge management is also beneficial, along with familiarity in areas such as agriculture, digital transformation, and public-private partnerships.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency as per the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak in both languages effectively.
Additional Notes: This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of the Democratic Republic of the Congo only. Candidates residing outside the DRC may be considered if no suitable local candidates are identified.
