Job Overview:
The Consultant for Human Rights Assessment will play a crucial role in supporting OHCHR Mozambique in evaluating the compliance of the Mozambican Armed Forces (FADM) with international human rights standards. This position involves working closely with both local and international stakeholders to develop a standard operating procedure (SOP) that aligns with these standards. The consultant will also facilitate a consultation workshop in collaboration with the Ministry of Defense of Mozambique, ensuring that gender perspectives are integrated into all aspects of the work. The expected duration of this consultancy is from July 1, 2026, to August 31, 2026, during which the consultant will be expected to contribute significantly to the assessment and development of human rights frameworks within the armed forces.

Duties and Responsibilities:
The Consultant will be responsible for a variety of tasks, including:
  • Supporting OHCHR Mozambique in assessing the institutional framework of the Mozambican Armed Forces (FADM) for compliance with international human rights standards.
  • Assisting the international consultant in developing a standard operating procedure on a specific human rights thematic area, ensuring it aligns with international standards and incorporates insights from the Mozambican context.
  • Participating in the organization of a consultation workshop in collaboration with OHCHR and the Ministry of Defense of Mozambique, facilitating discussions and gathering input from various stakeholders.
  • Contributing to the integration of feedback from the validation workshop into the draft SOP, ensuring that all relevant perspectives are considered.
  • Liaising with OHCHR staff in Mozambique, the Regional Office in Southern Africa, and OHCHR Headquarters as necessary to ensure effective communication and collaboration.
  • Ensuring that a gender perspective is integrated into all areas of work, promoting inclusivity and equality.
  • Performing other related duties as required to support the overall objectives of the consultancy.

Required Qualifications:
The position requires an advanced degree in law, political science, international relations, social sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. A minimum of ten years of relevant work experience in human rights, peace and security" style="border-bottom: 1px dotted #007bff !important;">security, and collaboration with government institutions is essential. Candidates must possess knowledge of human rights issues related to armed forces and have experience in the development and implementation of standard operating procedures (SOPs). Experience working directly with armed forces is considered desirable.

Educational Background:
Candidates must hold an advanced degree in law, political science, international relations, social sciences, or a related field. In cases where candidates possess a first-level university degree, they must also have two additional years of qualifying work experience to meet the educational requirements for this position.

Experience:
A minimum of ten years of relevant work experience is required, specifically in the fields of human rights, peace and security, and working with government institutions. This extensive experience is crucial for understanding the complexities of human rights compliance within the armed forces and for effectively contributing to the development of relevant frameworks and procedures.

Languages:
Fluency in English is mandatory for this position, as it is essential for communication and documentation. Knowledge of Portuguese is desirable, as it will facilitate interactions with local stakeholders and enhance the consultant's ability to engage effectively within the Mozambican context.
