Job Overview: The Programme Manager for the Emergency Rapid Response Mechanism (ERRM) is responsible for overseeing the overall management and supervision of Deputy Programme Managers. This role emphasizes staff capacity building, performance management, and operational support. The Programme Manager ensures effective project implementation, budget monitoring, and timely follow-up of programme activities. The position requires close coordination with Grants and Field Coordination teams to support reporting, proposal development, and donor compliance. Additionally, the Programme Manager leads coordination with relevant ERRM stakeholders and external actors while promoting programme quality through a dynamic, adaptive, and context-driven management approach. The role is set against a backdrop of complex humanitarian access constraints due to active conflict, insecurity, and bureaucratic impediments, which affect the movement of staff and supplies. Deployments often occur in high-risk public health environments, necessitating strict health and safety measures. The Programme Manager must navigate logistical challenges related to road access, seasonal flooding, and air transport dependency while ensuring staff welfare and duty of care considerations are met.
Duties and Responsibilities:
Oversee the management and supervision of Deputy Programme Managers, ensuring effective project implementation and operational support.
Monitor project budgets and ensure timely follow-up of programme activities.
Coordinate closely with Grants and Field Coordination teams to support reporting and proposal development.
Lead coordination with ERRM stakeholders and external actors to promote programme quality.
Address complex humanitarian access constraints and ensure compliance with health and safety measures during deployments.
Facilitate strong technical coordination and alignment within the consortium structure across multiple sectors and partners.
Manage mobile ERRM teams, often conducted remotely, ensuring effective oversight and communication.
Develop programme activities in line with contractual obligations and SI SOPs, focusing on durable WASH solutions.
Map needs and humanitarian priorities continuously, adapting to evolving situations. 1
Implement activities under existing projects and initiate activities planned under new contracts.
Required Qualifications:
Proficiency in WASH and Cash Program Management, including planning, implementing, and monitoring projects.
Experience in emergency response, with the ability to adapt interventions in response to emergencies such as disease outbreaks or natural disasters.
Strong skills in drafting and developing technical and project management documents.
Demonstrated leadership and team management capabilities.
Proven ability to engage stakeholders effectively.
Autonomy and rigor in managing complex projects and teams.
Educational Background: A Bachelor's degree in engineering, Biology, Water Resources Management, Humanitarian/Development/Political Studies, or a related field is required for this position. This educational background provides the necessary foundation for understanding the technical aspects of WASH and emergency response.
Experience: Candidates should have 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position. This level of experience is essential for understanding the complexities of humanitarian operations and effectively managing emergency response teams.
Languages: Fluency in English is necessary for this position, as it is the primary language of communication within the organization and with external stakeholders. Proficiency in Arabic is considered a bonus, as it may facilitate communication with local partners and communities.
Additional Notes: The position is a short-term contract, with a salary starting from EUR 2100 gross per month, which includes a 10% annual leave allowance paid monthly, and a monthly Per Diem of USD 70
Accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment are covered by SI. During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months, with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package that covers healthcare expenses, including medical and surgical expenses, dental care, and repatriation. Security constraints are significant, as the ERRM operates in a highly volatile environment with frequent deployments in areas affected by conflict and disease outbreaks. Living conditions in Juba are relatively stable, with access to accommodation, medical services, and recreational facilities. However, conditions in the field can vary and may be challenging.
