Job Overview: The Programme Manager for the Emergency Rapid Response Mechanism (ERRM) is responsible for overseeing the management and supervision of Deputy Programme Managers, with a strong emphasis on staff capacity building, performance management, and operational support. This role is crucial for ensuring effective project implementation, budget monitoring, and timely follow-up of programme activities. The Programme Manager will work closely with Grants and Field Coordination teams to support reporting, proposal development, and compliance with donor requirements. Additionally, the position involves leading coordination efforts with relevant ERRM stakeholders and external actors, promoting programme quality through a dynamic, adaptive, and context-driven management approach. The role is set against a backdrop of complex humanitarian access constraints due to ongoing conflict and insecurity, requiring a proactive and flexible approach to management and coordination.
Duties and Responsibilities: The Programme Manager will be responsible for the overall management of the ERRM, which includes:
Supervising and mentoring Deputy Programme Managers to enhance their skills and performance.
Ensuring effective implementation of projects, including monitoring budgets and programme activities.
Coordinating with Grants and Field Coordination teams for reporting and proposal development.
Engaging with stakeholders and external actors to foster collaboration and support for programme initiatives.
Addressing complex humanitarian access challenges, including navigating security issues and bureaucratic impediments.
Managing mobile ERRM teams, often remotely, to ensure effective oversight and communication.
Developing and implementing activities in line with contractual obligations and SI's standard operating procedures.
Conducting needs assessments and mapping humanitarian priorities to inform programme development.
Ensuring compliance with health and safety measures during deployments in high-risk environments. 1
Maintaining strong technical coordination within the consortium structure across multiple sectors and partners.
Required Qualifications: Candidates must possess a BA in engineering, Biology, Water Resources Management, Humanitarian/Development/Political Studies, or a related field. Additionally, candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position. Proficiency in planning, implementing, and monitoring WASH and Cash projects is essential, along with the ability to adapt interventions in response to emergencies. Strong leadership and team management skills are required, as well as the ability to engage effectively with stakeholders. Autonomy and rigor in project management are also critical for success in this role.
Educational Background: A Bachelor's degree in relevant fields such as engineering, Biology, Water Resources Management, Humanitarian/Development/Political Studies, or similar disciplines is required for this position. This educational background provides the necessary foundation for understanding the complexities of humanitarian work, particularly in the areas of water, sanitation, and hygiene promotion.
Experience: The position requires candidates to have 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar role. This experience should include project management in emergency contexts, particularly in WASH and Cash programming. Candidates should demonstrate a track record of effective leadership and team management, as well as the ability to navigate complex operational environments.
Languages: Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Knowledge of Arabic is considered a bonus, as it may facilitate communication with local partners and communities.
Additional Notes: The position is a salaried role with compensation starting from EUR 2100 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 700 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract is short-term, with a duration extending until 31/12/202
During the assignment, a system of alternating work and time off is implemented, allowing for breaks every three months, along with an additional rest day for each month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Security considerations are paramount, as the ERRM operates in a volatile environment with frequent deployments in areas affected by conflict and disease outbreaks. Living conditions in Juba are relatively stable, with access to essential services and recreational facilities, although field conditions may vary and can be challenging.
