Job Posting Organization: The Middle East Regional Office of the International Civil Aviation Organization (ICAO) is dedicated to maintaining continuous liaison with the States to which it is accredited, as well as with appropriate international organizations, regional bodies, and UN Agencies and Programmes. The office is responsible for ensuring interregional coordination and promoting the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs), and regional air navigation plans. Established to provide technical guidance and assistance to States, the office supports extensive meeting activities, disseminates information, and encourages participation in ICAO activities. The Regional Office also provides technical assistance upon request, and the incumbent will report to the Regional Director through the Deputy Regional Director, contributing to the vision, mission, and goals of ICAO.
Job Overview: The Regional Officer AGA is tasked with providing expert support and advisory services in the field of Aerodromes and Ground Aids (AGA) to States and Administrations in the Middle East Region. This role involves serving as secretary and/or technical adviser to the Middle East Region (MID) Regional Aviation Safety Group (RASG) and the Middle East Air Navigation Planning and Implementation Regional Group (MIDANPIRG) on AGA subjects. The incumbent will monitor developments concerning ICAO in the States, assist in implementing provisions related to aerodrome design and operations, and support the development of Aerodrome Operational Plans. The position requires collaboration with regional team members and ICAO Headquarters to ensure the efficient implementation of ICAO SARPs and the Global and Regional Air Navigation and Aviation Safety Plans. The role also includes participating in the ICAO No Country Left Behind (NCLB) technical assistance programme and coordinating with relevant regional and international organizations to address AGA-related challenges.
Duties and Responsibilities:
Monitor developments of concern to ICAO in the States regarding aerodromes; assist in implementing provisions related to aerodrome design and operations as per Annex 14 and the MID Region’s Air Navigation Plan.
Initiate and foster actions for efficient implementation of ICAO SARPs and Regional Plan requirements, particularly focusing on AGA.
Assist States in developing Aerodrome Operational Plans and processing amendment proposals to the MID Regional Air Navigation Plan.
Monitor and remedy AGA-related deficiencies, providing technical assistance for the efficient functioning of MIDANPIRG and its subsidiary bodies.
Support the implementation of ICAO SARPs and the Global and Regional Air Navigation and Aviation Safety Plans.
Participate in the NCLB technical assistance programme and coordinate with States and ICAO on technical assistance projects.
Lead and participate in events with regional and international organizations to develop capacity and address AGA-related challenges.
Prepare reports and analyses on technical/operational aspects of civil aviation, ensuring harmonized implementation of AGA-related ICAO SARPs and regional plans.
Required Qualifications:
An advanced level university degree (Master’s Degree or equivalent) in aviation, engineering, science, aeronautics, or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of ten years of experience in the technical/operational aspects of international civil aviation, particularly in aerodrome design and operations or aviation regulatory matters, preferably with a State civil aviation authority or an international/regional civil aviation organization.
Considerable experience in communication and cooperation with counterparts within international organizations and national administrations.
Experience in advising on regulatory and technical/operational matters, and hands-on experience with personal computers and contemporary software, including project management skills.
Educational Background: Candidates must possess an advanced level university degree (Master’s Degree or academic equivalent) in aviation, engineering, science, aeronautics, or a related field. Alternatively, a first-level university degree combined with two years of qualifying experience in a relevant field may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of ten years of experience in the technical and operational aspects of international civil aviation, specifically in aerodrome design and operations or aviation regulatory and oversight matters. Experience should preferably be with a State civil aviation authority or an international/regional civil aviation organization. Candidates should also have considerable experience in communication and cooperation with counterparts within international organizations and national administrations, as well as experience in advising on regulatory and technical matters.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of Arabic or any other language of the Organization (such as Chinese, French, Russian, or Spanish) is desirable.
Additional Notes: This position is to be filled on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to any activities or offices of the Organization within the duty station. The post offers an attractive benefit package in accordance with the policies of the International Civil Service Commission (ICSC). Remuneration includes a Level P-4 Rate Net Base Salary per annum of USD $86,027 plus a Post Adjustment of USD $21,593, which is subject to change.
