Job Posting Organization:
The Danish Refugee Council (DRC) is a leading protection agency established to protect and promote durable solutions for populations affected by displacement, adhering to humanitarian principles. The organization operates in the occupied Palestinian territory with a focus on empowering conflict-affected communities to meet their basic needs while promoting safety and dignity by addressing protection risks. DRC has a significant presence in the region, operating from two offices in Deir al Balah and Gaza City, along with a coordination office in Ramallah. The organization employs over 30 national and international staff members and collaborates with four civil society partners. DRC is part of the Middle East Hub, which includes operations in Türkiye, Yemen, Syria, Iraq, Lebanon, and Jordan, and is currently aiming to expand its operations in the region.

Job Overview:
The Safety Officer will provide essential administrative assistance and technical support to ensure that program and project activities are implemented securely, safely, and effectively. This role involves facilitating communication and coordination with relevant stakeholders regarding the safety of DRC staff within the designated geographical area. The Safety Officer will be responsible for collecting, verifying, analyzing, and reporting information that may impact DRC operations. Additionally, the officer will prepare and submit Safety Incident Reports (SIR), monitor staff movements, report any irregularities, and initiate emergency responses when necessary. The position also requires ensuring compliance with Movement SOPs for DRC drivers, disseminating safety alerts to staff, and briefing visitors and new staff members on safety procedures.

Duties and Responsibilities:
The Safety Officer's duties include supporting and facilitating communication and coordination with stakeholders regarding staff safety, collecting and analyzing information affecting DRC operations, preparing Safety Incident Reports, monitoring staff movements, ensuring compliance with Movement SOPs, disseminating safety alerts, and briefing new staff on safety procedures. The officer will contribute to Safety Risk Assessments, ensure compliance with Minimum Operating security" style="border-bottom: 1px dotted #007bff !important;">Security Standards (MOSS), implement access controls for DRC facilities, procure and issue safety equipment, conduct site assessments, and support the Safety Coordinator in updating the Safety Level System (SLS) and designing training on safety procedures. The officer will also maintain a network of contacts and represent DRC at safety meetings, along with any other duties as directed by the supervisor.

Required Qualifications:
Candidates must possess at least 2 years of relevant experience in security operations and management. Full professional proficiency in both English and Arabic is required. The ideal candidate should demonstrate the ability to prioritize tasks effectively, meet deadlines, and exhibit a stable, moral, and robust character as a good team player. Excellent communication skills, a proven commitment to accountability practices, high personal and professional integrity, and proficiency in MS Word, Excel, and PowerPoint are essential. Additionally, training in safety, fire and evacuation procedures, safety and disaster management, and experience in negotiating access for humanitarian agencies are highly valued.

Educational Background:
A relevant university degree in fields such as political science, international development, or economics, or an equivalent professional qualification is required for this position.

Experience:
The position requires candidates to have a minimum of 2 years of relevant experience in security operations and management, demonstrating a solid understanding of safety protocols and risk management in humanitarian contexts.

Languages:
Excellent communication skills in Arabic are mandatory, while good communication skills in English are also required for this position.

Additional Notes:
This position offers a national contract with a fixed term of six months, with the possibility of extension. The job is classified under Band H, and the work location is in Gaza. The start date for this position is as soon as possible.
