Job Overview: The Chargé·e de projet d'accompagnement partenaires national plays a crucial role in enhancing the capacities in Monitoring, Evaluation, Accountability, and Learning (MEAL) and project management of national partners. This is achieved through the creation of tools, training, and methodological support, ensuring the implementation of the support strategy for operational partners of the mission. The position requires a proactive approach to finalizing, improving, updating, and disseminating a MEAL and project management toolkit in collaboration with the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator. Continuous consultation with ACF partners is essential to gather and analyze their support and capacity-building needs. The role also involves developing and implementing training associated with the toolkit, evaluating the effectiveness of these trainings, and ensuring that the tools and methodologies are adapted based on feedback from partners. The Chargé·e will also be responsible for developing protocols for support, methodologies for diagnostics, and project engineering in collaboration with partners and national coordination, contributing to the continuous improvement of the MEAL procedures and systems within the mission.
Duties and Responsibilities: The responsibilities of the Chargé·e de projet include finalizing and disseminating the MEAL and project management toolkit, conducting ongoing consultations with partners to assess their needs, developing training modules, and delivering training sessions either remotely or on-site. The role also involves evaluating the impact of the training and tools through satisfaction surveys, providing support to partners on national issues, and developing protocols and methodologies for project diagnostics and evaluation. Additionally, the Chargé·e will participate in the technical and methodological support of mission teams for planning and implementing MEAL activities, and contribute to the development of MEAL tools and procedures in alignment with the mission's strategy.
Required Qualifications: Candidates must hold a Master's degree in fields such as political science, local and territorial development, project coordination, social sciences, social design, economics, or statistics. They should have at least four years of project management experience, with a strong focus on monitoring and evaluation, primarily in France, in areas such as social action, food security, and access to rights. Proven experience in development, network facilitation, and coordination of stakeholders is essential, along with significant associative experience in France, particularly with vulnerable populations and in priority urban areas. Candidates should also possess skills in qualitative and quantitative data collection, management, and analysis, and demonstrate organizational, rigorous, and flexible work habits.
Educational Background: A Master's degree is required in relevant fields such as political science, local and territorial development, project coordination, social sciences, social design, economics, or statistics. This educational background is crucial for understanding the complexities of project management and the socio-economic factors influencing food security and social action.
Experience: The position requires a minimum of four years of experience in project management, with a significant component focused on monitoring and evaluation. Most of this experience should be in France, particularly in sectors related to social action, food security, and rights protection. Candidates should have a strong track record in development, network facilitation, and stakeholder coordination, as well as substantial associative experience with vulnerable populations.
Languages: Fluency in French is mandatory, given the location and target population. Proficiency in English or other languages would be advantageous, enhancing communication with international partners and stakeholders.
Additional Notes: The position is a full-time, fixed-term contract for 10 months, classified as an integrated framework. The role is based in either Marseille or Montreuil, with a salary range of €37,000 to €43,000 gross annually, depending on experience. Employees are entitled to 25 days of annual leave and 21 RTT days. Health coverage is provided, with 80% of costs covered by ACF. There are provisions for salary maintenance during illness, maternity, or paternity leave. Transportation costs are partially reimbursed, and meal vouchers are provided. Remote work is permitted from metropolitan territory, with a requirement for 12 days of in-person attendance per month, along with mandatory collective presence for meetings and events.
