Job Overview: The position of International Individual Consultant is crucial for the development of UN Women's Strategic Note for the period 2027-202
The consultant will work under the supervision of the Country Representative and will closely collaborate with the Planning, Monitoring, and Reporting personnel, as well as engage substantively with program and operations leads. The primary purpose of this consultancy is to align the Strategic Note with the Sustainable Development Goals (SDGs) and the forthcoming United Nations Myanmar Transitional Cooperation Framework (TCF) for 2027-202
The consultant will be responsible for ensuring that the Strategic Note is flexible and adaptable to the changing political and socio-economic context in Myanmar, while also addressing the increasing humanitarian needs and resilience building. The consultant will conduct a desk review of relevant documents, facilitate participatory consultations, and perform a situation and risk analysis to identify constraints and opportunities for UN Women's engagement. The final deliverable will be a comprehensive Strategic Note that outlines key priorities, results frameworks, and recommendations for implementation.
Duties and Responsibilities: The consultant will undertake several key tasks, including: conducting a desk review of internal and external UN Women documents, including strategic documents and evaluations; leading participatory consultations with stakeholders; performing a situation and risk analysis to identify constraints and opportunities; drafting, validating, and finalizing the Strategic Note, including necessary annexes; and ensuring alignment with UN Women corporate guidelines. Specific deliverables include an inception report outlining the steps for the Strategic Note development, a draft narrative and results framework, and the final Strategic Note package for submission to the Resident Coordinator Office and Regional Director for endorsement. The consultant will also be responsible for integrating feedback from various stakeholders throughout the process and preparing presentations for internal and external stakeholders.
Required Qualifications: Candidates must possess a strong background in gender equality, international development, and humanitarian affairs, with at least 7 years of progressively responsible professional experience in these fields. They should have prior experience developing UN Women Strategic Notes or equivalent UN country-level strategic documents. Additionally, candidates should demonstrate technical expertise in gender equality and the empowerment of women and girls, as well as experience applying results-based management principles to strategic planning. Familiarity with human rights concepts and normative frameworks related to gender equality, such as CEDAW and the Beijing Declaration, is essential. Excellent facilitation skills and the ability to conduct multi-stakeholder consultations are also required.
Educational Background: The ideal candidate should hold a master's degree in social sciences, gender studies, public administration, international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, public policy, or a related field. This educational background will provide the necessary theoretical foundation and analytical skills required for the role.
Experience: Candidates should have a minimum of 7 years of relevant professional experience, particularly in gender equality, international development, and humanitarian affairs. Experience working on gender equality and women's empowerment in Myanmar or the surrounding region will be considered an advantage. The consultant should also have a proven track record of developing strategic documents for UN entities and applying results-based management principles effectively.
