Job Overview:
The Digital Health Monitoring and Evaluation (M&E) Officer will play a crucial role in monitoring, evaluating, and enhancing the performance and sustainability of digital health systems supported by the Ministry of Health and WHO in Vanuatu. This position is integral to the implementation of the Vanuatu Digital Health Strategy 2025–2030, which aims to modernize the health system through improved health information systems and expanded digital health solutions. The Officer will be responsible for tracking key performance indicators, assessing system usage, identifying implementation bottlenecks, and translating findings into actionable recommendations. The role requires collaboration with various teams within the Ministry of Health, including Health Information Systems and Digital Health teams, and will involve working closely with WHO's Country Liaison Office to ensure effective implementation of digital health initiatives.

Duties and Responsibilities:
The Digital Health M&E Officer will have a diverse set of responsibilities, including:
  • Monitoring the DHIS2 platform for routine reporting, tracking facility reporting rates, program-specific indicators, and civil registration linkages.
  • Evaluating data use for decision-making and assessing data quality improvements over time.
  • Identifying underperforming facilities and recommending corrective actions.
  • Monitoring and evaluating the Heartcare NCD Registry, Go.Data outbreak investigation modules, EWARS syndromic surveillance, WHOnet laboratory reporting, and telemedicine initiatives.
  • Tracking progress and data quality for Power BI executive dashboards.
  • Supporting digital literacy and capacity building by monitoring training completion and post-training system use.
  • Providing secretariat support to various digital health committees. The role requires a proactive approach to identifying bottlenecks and recommending improvements across multiple digital health platforms.

Required Qualifications:
Candidates must possess a university degree in public health, Health Informatics, Clinical Science, IT Systems Analysis, Information Systems, or a related discipline. A postgraduate qualification (master’s degree) in health information systems or digital health is desirable. Essential qualifications include at least five years of relevant experience in information systems, digital health, monitoring and evaluation, or health program implementation. Proven experience in conducting routine data quality assessments, developing dashboards, and translating analysis into practical corrective actions is required. Experience working with government counterparts and multi-disciplinary teams is also essential, while experience with WHO-supported digital health platforms is desirable.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as public health, Health Informatics, Clinical Science, IT Systems Analysis, or Information Systems. A master's degree in health information systems or digital health is considered an asset. Candidates must have a strong foundation in health informatics and digital health principles to effectively monitor and evaluate health systems.

Experience:
The position requires a minimum of five years of relevant experience in the fields of information systems, digital health, monitoring and evaluation, or health program implementation. Candidates should have hands-on experience in developing monitoring tools, conducting data quality assessments, and analyzing performance across multiple systems. Experience in supporting public health programs and working with government and multi-disciplinary teams is essential.

Languages:
Fluency in English and Bislama is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The salary for this role will range from VT 2,510,000 to VT 3,102,000 per annum, depending on qualifications and experience. The initial contract duration is 12 months, with the possibility of extension. This position is subject to local recruitment and will be filled by Vanuatu nationals or residents in the local commuting area.
