Job Overview: The position is part of the Strategic Police Matters Unit (SPMU) within the Transnational Threats Department (TNTD) of the OSCE Secretariat. The SPMU is tasked with assisting participating States in addressing threats posed by criminal activities and supporting police development and reform. The consultant will play a crucial role in the implementation of the project "Capacity-building on Combating Cybercrime in Central Asia: Phase II," which aims to enhance the capabilities of criminal justice authorities in Central Asia to investigate and prosecute cybercrimes. This project is structured around four main pillars: education, electronic evidence, regional cooperation, and awareness. The consultant will be expected to contribute to various activities, including training courses, workshops, and the development of educational materials, thereby supporting the overall goal of strengthening the region's response to cybercrime.
Duties and Responsibilities: The consultant will be responsible for a range of tasks, including but not limited to: contributing to the conceptualization and strategic planning of project activities; providing logistical and administrative support for the organization and delivery of project activities; developing training materials, standard operating procedures, guidelines, and manuals related to cybercrime investigations; preparing written inputs for concept notes, agendas, meeting summaries, and reports; translating educational resources from English to Russian; conducting research on legislative frameworks concerning cybercrime; and collaborating with other experts and OSCE field operations to adapt content to regional contexts. The role requires a proactive approach to problem-solving and the ability to work effectively under pressure to meet deadlines.
Required Qualifications: Candidates must possess a second-level university degree in computer science, law" style="border-bottom: 1px dotted #007bff !important;">criminal law, cybercrime, or a related field. A minimum of three years of relevant professional experience is required, preferably in criminal justice, law enforcement, or project management. Previous experience working on criminal cases related to cybercrime or electronic evidence is essential, as is experience with international organizations or projects. Candidates should demonstrate professional fluency in both English and Russian, and experience working with law enforcement agencies in Central Asia is considered a distinct asset. Additionally, candidates must exhibit flexibility, the ability to work under time pressure, and a commitment to gender awareness and sensitivity in their work.
