The organization aims to facilitate fair and independent criminal proceedings in accordance with international law standards. The IIMA operates under the overall direction of its Head and is currently based in Vienna, pending the final determination of its seat. The organization focuses on addressing violations against women and girls and aims to ensure accountability for such crimes.
Job Overview: The Senior Information Management Officer will lead the Information System Management Section, overseeing a team of professionals in evidence management, information systems, and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security. The incumbent will translate operational needs into coherent strategies and workflows, ensuring that resources and timelines align with investigative and legal priorities. The role involves designing and enforcing information governance policies, ensuring the confidentiality and security of information assets, and leading the IIMA's strategy for technology and innovation. The officer will also engage with external stakeholders to enhance the IIMA's capacity and operational efficiency, while keeping abreast of developments in investigation technology.
Duties and Responsibilities:
Lead and direct a team in evidence management and information systems, translating operational needs into strategies and workflows.
Define priorities and establish work plans, ensuring alignment with investigative and legal priorities.
Oversee the delivery and continuous improvement of information systems and digital services, resolving operational risks and issues.
Provide professional leadership and mentoring for staff, participating in recruitment and training program development.
Design and enforce information governance policies, ensuring compliance with international standards.
Manage the budget for information systems and lead the IIMA's technology strategy, overseeing major IT projects.
Engage with external stakeholders to enhance investigative capacity and operational efficiency.
Keep abreast of developments in investigation technology and assess the need for new products and technologies.
Required Qualifications: Candidates must possess a strong knowledge of technology application in international investigative contexts, including evidence management and data protection standards. They should demonstrate the ability to anticipate future organizational needs while reconciling them with present requirements. Excellent analytical skills, the ability to delegate, and a commitment to gender balance in staffing are essential. Candidates should also have a strong understanding of the law of evidence and criminal procedure, and the ability to communicate complex technology concepts effectively.
Educational Background: An advanced university degree (Master’s or equivalent) in law, human rights, criminal justice, information systems management, database administration, computer science, business administration, or a related field is required. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
Experience: A minimum of ten years of progressively responsible work experience in law, investigations, or technology is required. Candidates should have experience with innovative techniques in investigation, data protection, and information security. Desirable experience includes conducting technology needs assessments, managing teams in a startup context, and forging partnerships with various sectors to address complex challenges.
Languages: English is required at UN Level III for reading, writing, listening, and speaking. Dari is desirable at UN Level I for the same skills. Candidates should consult the UN Language Framework for further details on language proficiency requirements.
