Job Overview:
The Program Officer will play a crucial role in supporting the Program Manager in the effective management and coordination of the STRengthening Infectious Disease DEtection Systems (STRIDES) activity in Uganda. This position involves overseeing project planning, execution, monitoring, and ensuring compliance with budget and contractual requirements. The Program Officer will be responsible for tracking program inputs, reporting, and streamlining communications among team members and stakeholders. The role requires collaboration with various actors to integrate work plans and budgets, ensuring the project's success and sustainability. The Program Officer will also assist in evaluating project implementation progress across various dimensions, including program, operations, and finance.

Duties and Responsibilities:
The Program Officer will be responsible for a wide range of duties including: providing support to program management by developing annual work plans, ensuring smooth program implementation, and tracking performance against project timelines and budgets. They will serve as a point of contact for project colleagues, coordinating internal project management meetings, and following up on actions agreed upon. The officer will assist the Program Manager in responding to donor and HQ requests, troubleshooting project implementation issues, and preparing project deliverables such as reports. Additionally, they will maintain collaborative relationships between operations, finance, and program teams, ensuring seamless logistics support. The officer will also establish communication schedules to update stakeholders on project progress and determine the resources required for project activities.

Required Qualifications:
Candidates must possess comprehensive knowledge of project management concepts, practices, and procedures. They should have strong negotiation and problem-solving skills, excellent oral and written communication abilities, and demonstrated project and personnel management skills. The ability to influence and collaborate with others, adapt to challenges, and create efficient systems and processes is essential. Familiarity with project management software and technologies is also required.

Educational Background:
A Bachelor's Degree or its international equivalent in Health, Nutrition, International Development, Social Science, or a related field is required. A Master's degree in management studies, public health, or a related field is preferred. Additionally, a Project Management Certification is considered an advantage.

Experience:
The position typically requires a minimum of 6+ years of relevant experience in project management principles and practices, with at least 2+ years of line management experience. Candidates should have prior work experience in a non-governmental organization (NGO), government agency, or private organization, particularly in global health projects, including USG funded programs. Languages:
Fluency in English is mandatory, and proficiency in additional languages may be considered an asset, depending on the project requirements and stakeholder engagement.

The position is expected to require travel of approximately 10% to 25%. The hiring salary range for this role is UGX 87,000,000 - 150,000,000 annually for basic salary.
