Job Overview:
The Programme Analyst, Gender and Human Rights position is integral to the Gender Equality and Youth Development (GEYD) unit within UNFPA's Country Office in Uganda. This role involves ensuring the integration of gender and human rights issues across all UNFPA Uganda programs. The Programme Analyst will work closely with various stakeholders, including government ministries, civil society, and other UN agencies, to implement policy and programmatic interventions that promote gender equality and human rights. The position requires a proactive approach to managing gender and human rights programming activities, particularly in addressing sexual and gender-based violence. The Programme Analyst will also engage in joint programming efforts under the UN 'Delivery as One' initiative, ensuring alignment with national priorities and frameworks.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including:
  • Programme Management: Collaborating with government counterparts and NGOs to contribute to the formulation and design of the country program and its annual work plans. Ensuring quality program/project design by incorporating lessons learned and best practices. Analyzing and reporting on program progress, identifying constraints, and recommending corrective actions. Writing program and project reports that meet UNFPA and donor standards. Monitoring implementing partners to ensure quality implementation and accountability. Coordinating project implementation and establishing collaborative relationships with executing agencies and government counterparts. Documenting knowledge about current trends and issues in gender and human rights programming. Managing budgets and monitoring expenditures to ensure alignment with approved budgets.
  • Technical Expertise: Analyzing the political, social, and economic environment relevant to gender and human rights programming. Keeping abreast of new policy developments and preparing briefs for policy dialogue. Participating in national and sub-national forums to enhance UNFPA's mandate on gender and human rights. Addressing policy issues and providing substantive inputs for national development policies. Ensuring increased availability of services for SGBV victims and improving data collection and analysis.
  • Advocacy and Resource Mobilization: Assisting in advocacy and resource mobilization efforts by preparing relevant documentation and participating in donor meetings. Developing materials for public information and advocacy purposes. Building partnerships for gender and human rights programming within the ICPD agenda.
  • General Support: Standing in for other Programme team members as required and carrying out any other duties as assigned by UNFPA leadership.

Required Qualifications:
Candidates must possess a Master’s Degree in law, human rights, gender, development, population studies, or other related social science fields. They should have at least 2 years of progressively responsible professional experience in development and population activities, with a focus on gender and human rights. Specialized knowledge and experience in gender-based violence and the provision of support programs for survivors are highly desirable. Experience in program/project management, particularly in large multi-sector programs, is essential. Familiarity with the UN system and prior experience in Uganda's Ministry of Gender Youth or a Human Rights Organization is preferred. A thorough understanding of current development topics and political issues in Uganda will be advantageous.

Educational Background:
A Master’s Degree in relevant fields such as law, human rights, gender, development, population studies, or other related social science disciplines is required for this position. This educational background is crucial for understanding the complexities of gender and human rights issues and for effectively contributing to UNFPA's mission.

Experience:
The position requires at least 2 years of increasingly responsible professional experience in development and population activities, with a strong emphasis on gender and human rights. Experience in the field of Sexual and Reproductive Health and Gender-Based Violence is preferred. Candidates should have specialized knowledge in gender and human rights approaches, including the development of support programs for survivors of sexual and gender-based violence. Experience in program/project management, particularly in large multi-sector programs, is essential. Field experience and prior work within the UN system will be considered an asset.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French, is considered an advantage and may enhance a candidate's profile.
