Local Consultant for Costing of the Uganda Multisectoral Strategy for Prevention

Job Overview:
The consultancy aims to produce detailed, credible, and policy-relevant cost estimates for the Uganda NCD Multisectoral Strategy. This will support the implementation, financing, and monitoring of non-communicable disease (NCD) prevention and control in Uganda. The consultant will be responsible for developing a costed implementation plan that aligns with WHO methodology, estimating the total and annualized costs of the strategy over a five-year period (2026-2030), costing priority interventions across sectors, and identifying financing gaps to inform resource mobilization and investment planning. The consultant will work under the technical guidance of WHO and the Ministry of Health, ensuring that the costing methodology, assumptions, timelines, and output formats are agreed upon before commencing the work.

Duties and Responsibilities:
The consultant will undertake several key tasks:

• Inception and Review: Review the final draft of the Uganda NCD Multisectoral Strategy and relevant national policies, agree on the costing methodology with WHO/MoH, and prepare an inception report outlining the approach and data requirements.
• Costing of the NCD Multisectoral Strategy: Define cost components for strategic objectives and interventions, estimate unit costs using national data sources, and develop multi-year cost projections disaggregated by strategic objective, implementing sector, cost category, and year of implementation.
• Validation and Refinement: Present preliminary costing results to WHO and the Ministry of Health, incorporate feedback from stakeholders, and finalize the costing outputs.
• Final Reporting and Dissemination: Produce a final costing report and accompanying tools, and prepare a concise presentation summarizing key findings and financing implications.

Required Qualifications:
The position requires an advanced degree (Master’s or higher) in health economics, public health, health policy, economics, or a related field. Essential experience includes a minimum of 5-7 years in health program costing, health financing, or economic analysis, with proven experience in costing national or sectoral health strategies. Familiarity with noncommunicable disease programs and experience in public sector planning and budgeting are desirable. Strong analytical and quantitative skills, excellent communication abilities, and the capacity to work independently are essential.

Educational Background:
Candidates must possess an advanced degree (Master’s or higher) in health economics, public health, health policy, economics, or a related field. This educational background is crucial for understanding the complexities of health financing and economic analysis necessary for the consultancy.

Experience:
The consultant should have a minimum of 5-7 years of relevant experience in health program costing, health financing, or economic analysis. Proven experience in costing national or sectoral health strategies or plans is essential, as is experience working with government institutions and development partners. Familiarity with noncommunicable disease programs and multisectoral approaches is desirable.

Languages:
Fluency in English is mandatory, as it is the primary language of communication for this consultancy. Knowledge of additional languages may be considered an asset but is not required.

• The consultant will be compensated at a daily rate of Uganda Shillings 1,600,457 (approximately $475), totaling Uganda Shillings 48,013,695 (USD 12,750) for the entire duration. Payment will be structured as follows: 20% upon submission of the inception report, 40% upon submission of the draft costing report, and 40% upon submission of the final costing report and presentation.
