Job Overview: The International Operations Manager (IOM) plays a crucial role in supporting the delivery of the UNFPA country programme, which is aligned with the 2030 Agenda. The IOM is responsible for leading strategic planning for UNFPA operations, setting management targets, and overseeing outsourced services. This position encompasses a broad portfolio that includes financial management, procurement, IT, travel and logistics, and common services. The IOM collaborates with regional experts to ensure the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and personnel, and works with other UN agencies to implement the Business Operations Strategy (BOS). The IOM also provides strategic advice to the Representative on compliance, cost-effectiveness, and innovative responses to complex challenges, ensuring that the operations align with the organization's mission and objectives.
Duties and Responsibilities: The IOM is accountable for the effective development and delivery of the Country Programme, focusing on population and development, and universal access to sexual and reproductive health and rights. Key responsibilities include:
Strategic Direction: Contributing to the delivery of the country programme, ensuring operations are effective, transparent, and compliant with policies. Setting annual and long-term management targets and determining optimal approaches for improving business management effectiveness.
Day-to-Day Management: Overseeing financial management, ensuring the integrity of financial systems, and supervising operations staff. Managing general administration, including travel logistics and procurement services.
Human Resources Administration: Coordinating HR administration, providing timely advice on HR processes, and liaising with HR partners on issues.
Common Services Coordination: Providing policy support for the establishment and management of common services with other UN organizations.
Partnership Building: Representing UNFPA in inter-agency meetings and promoting a client-oriented approach among operations staff.
Additional Duties: Carrying out any other responsibilities as required by the County Representative or management.
Required Qualifications: Candidates must possess a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or a related field. They should have a minimum of seven years of experience in development within governmental, multilateral, or civil society organizations, including at least three years in a managerial role. Strong relationship-building skills, a focus on results, and the ability to respond positively to feedback are essential. Candidates should have solid knowledge in procurement, financial and human resources management, and the ability to lead strategic planning and results-based management.
Educational Background: A postgraduate university degree in relevant fields such as Public Administration, Business Administration, Economics, Management, or other related disciplines is required for this position. This educational background is essential to equip the candidate with the necessary skills and knowledge to effectively manage operations and contribute to the UNFPA's mission.
Experience: Candidates should have at least seven years of experience in development work, particularly in a governmental, multilateral, or civil society organization. This experience should include a minimum of three years in a managerial capacity within a complex organizational setting. Field experience is essential, and experience in humanitarian contexts is considered an asset. The ability to lead teams, manage projects, and implement new systems is crucial for success in this role.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration in a diverse work environment.
