Job Overview:
The ICLA Officer position is a critical role within NRC's Integrated Community and Legal Assistance (ICLA) program, focusing on the implementation of policies and activities that support refugees, returnees, and internally displaced persons in Uganda. The officer will be responsible for ensuring that ICLA is integrated into all program activities, providing training and advice to staff and partners, and producing necessary data collection and reports. The role requires a proactive approach to understanding the legal context for displaced populations and developing effective response mechanisms. The ICLA Officer will represent NRC in relevant meetings and collaborate with various stakeholders to enhance the effectiveness of the program. This position demands a strong commitment to protecting human rights and addressing the needs of vulnerable communities.

Duties and Responsibilities:
The ICLA Officer will have a wide range of responsibilities, including but not limited to: implementing ICLA project activities in accordance with approved proposals and donor requirements; acting as the focal person for needs assessments and beneficiary selection; overseeing the project cycle from implementation to evaluation; leading ICLA project activities and providing guidance to clients; applying participative processes in project implementation; understanding the legal situation for refugees and internally displaced persons; developing and implementing a case management system; conducting information and counseling sessions; preparing legal documents for target communities; establishing relationships with beneficiaries; documenting findings from needs assessments; coordinating with other actors and stakeholders; identifying outreach opportunities; conducting training sessions; assisting in research and strategic reviews; monitoring government and NGO policies; contributing to NRC's country strategy; supervising community-based teams; managing center activities and finances; and attending donor missions and meetings.

Required Qualifications:
Candidates must possess a university degree in law, social studies, development studies, or a related field. A minimum of three years of work experience with NGOs, legal, or international organizations in the area of protection or human rights is required. Experience as a Protection Officer in humanitarian contexts, working with local partners, and skills in training, reporting, budget monitoring, research, and data analysis are essential. Candidates should also have documented results related to the responsibilities of the position and a strong understanding of their own skills and profile.

Educational Background:
The educational background required for this position includes a university degree in law, social studies, development studies, or a relevant field. The equivalent of this educational background may also be considered, provided it aligns with the responsibilities of the role.

Experience:
The ICLA Officer position requires a minimum of three years of relevant work experience, particularly in NGOs, legal, or international organizations focusing on protection or human rights. Candidates should have experience working in complex and volatile contexts, as well as experience in implementing projects through local partners. Previous roles as a Protection Officer in humanitarian or recovery settings will be highly regarded.

Languages:
Fluency in English is mandatory, and knowledge of local languages is highly desirable. Proficiency in both English and local languages will enhance communication with beneficiaries and stakeholders, ensuring effective outreach and support.
