Job Overview: The Human Resource and Administration Manager position at DRC Uganda is pivotal in leading and managing the HR function within the country. This role encompasses providing strategic HR advice, coordination, and management to the HR team based in the Country Office in Kampala, as well as offering technical HR support to field offices. The manager will ensure that the HR function aligns with DRC's policies and procedures while supporting the overall program in Uganda. The role requires a focus on compliance with DRC guidelines and contributes to the development of country strategies that translate into actionable plans. The manager will oversee HR activities, ensuring that they are effectively implemented to support the organization's mission in Uganda.
Duties and Responsibilities: The Human Resource and Administration Manager will be responsible for a wide range of duties including: leading and managing the HR and Admin teams, ensuring coordination with HR Legal Advisors, providing technical support and capacity building for the HR team, and advising managers on HR-related issues. The manager will also oversee recruitment processes, ensuring compliance and efficiency, manage contracts and compensation for national employees, and ensure the performance and development processes are effectively implemented. Additionally, the manager will participate in well-being initiatives, ensure localization of HR policies, and maintain effective office administration policies and systems. The role also involves managing the HR data in the Enterprise Resource Planning (ERP) system and ensuring that all HR processes are followed accurately.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Human Resource Management, Business, or a Social Science Degree specializing in HR. A demonstrated understanding of Human Resources Management principles and processes is essential, along with excellent skills in handling complex people management issues. Strong interpersonal and communication skills are required to engage effectively with staff at all levels in a cross-cultural environment. Candidates should also have good facilitation skills for delivering training and be highly organized with a strong attention to detail. Fluency in written and spoken English is mandatory, while a Master's degree is considered an added advantage.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in Human Resource Management, Business, or a related field with a specialization in HR. This foundational education is crucial for understanding the complexities of human resources in a humanitarian context. A Master's degree in a relevant field is desirable and may enhance a candidate's qualifications for the role.
Experience: The position requires a minimum of 6 years of working experience in Human Resources, specifically within humanitarian organizations. At least 2 years of this experience should be in a senior HR management role within an International Non-Governmental Organization (NGO). This level of experience is necessary to ensure that the candidate is well-versed in the challenges and dynamics of HR in a humanitarian setting, and can effectively lead and manage HR functions in Uganda.
Languages: Fluency in written and spoken English is mandatory for this position. This proficiency is essential for effective communication within the organization and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context in Uganda.
Additional Notes: The contract for this position is for a duration of 5 months, with a designated duty station in Kampala, Uganda. The position is classified under Band M F
