Job Overview: The Social Participation and Mobilization Consultant will play a crucial role in the implementation of the 'Review of the Rio de Janeiro State Plan of Solid Waste' project. This position requires the consultant to work closely with UN-Habitat’s operational and technical teams, ensuring that participatory processes are effectively structured and operationalized. The consultant will be responsible for planning and providing technical support for various participatory activities, including workshops, public consultations, and seminars. The role emphasizes the importance of stakeholder engagement and mobilization, particularly among state agencies, municipalities, civil society organizations, and the private sector. The consultant will also be tasked with organizing and systematizing contributions from participatory activities, preparing technical reports, and maintaining organized records related to social participation activities. This position is integral to achieving urban prosperity and resilience in the State of Rio de Janeiro, aligning with global sustainable development agendas.
Duties and Responsibilities: The consultant's duties include planning and providing technical support for the implementation of activities under the Plan review process, developing facilitation methodologies, mobilizing key stakeholders, organizing participatory activities, supporting public consultations, and preparing technical reports. Specific responsibilities involve: 1) Planning and providing technical support for regional workshops, public consultations, and seminars. 2) Developing facilitation methodologies and preparing supporting materials. 3) Engaging stakeholders, including state agencies and civil society organizations. 4) Supporting the PERS-RJ Monitoring Committee's mobilization and functioning. 5) Organizing participatory activities, including logistical arrangements and documentation. 6) Implementing public consultations and managing contributions. 7) Systematizing contributions and preparing technical reports. 8) Maintaining organized records and databases. 9) Participating in technical meetings and field missions as required. 10) Completing required training courses, including security" style="border-bottom: 1px dotted #007bff !important;">security training.
Required Qualifications: The position requires a Bachelor’s degree in Public Administration, Public Policy, International Relations, Social Sciences, Social Communication, Public Relations, Social Work, Urban and Regional Planning, or related fields. A postgraduate degree in relevant areas is desirable. Additionally, candidates must have a minimum of four years of experience in projects related to social participation, participatory governance, or public policy management in Brazil. Experience in designing and facilitating participatory processes, preparing technical reports, and working on solid waste management projects is also required. Strong analytical skills, technical writing abilities, and proficiency in Microsoft Office are essential. Candidates must demonstrate the ability to work in multidisciplinary teams and manage workloads efficiently.
Educational Background: Candidates must possess a Bachelor’s degree in relevant fields such as Public Administration, Public Policy, International Relations, Social Sciences, or Urban Planning. A postgraduate degree in public policy or related fields is desirable. Additionally, candidates with three years of relevant experience beyond the educational requirement may also be considered.
Experience: A minimum of four years of experience in projects related to social participation, participatory governance, or public policy management in Brazil is required. Candidates should have experience in designing and facilitating participatory processes, including workshops and public consultations. Experience in preparing technical reports and analyzing public consultation results is also necessary. Familiarity with solid waste management and urban sustainability projects is preferred, along with experience working with international organizations or UN agencies.
Languages: Fluency in Portuguese is required for this position, as it is the primary working language in Brazil. Working knowledge of English and Spanish is desirable, given that English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office.
Additional Notes: The consultant will be contracted for a duration of twelve months, with the possibility of extension based on performance and availability of funds. The position is local, and only nationals from Brazil or those with a permanent visa may apply. The consultant must be available for travel related to project activities, and all travel will be coordinated and financed by UN-Habitat according to United Nations travel guidelines. The consultant will receive a monthly allowance upon approval of activity reports by the Head of Brazil Office.
