Job Overview:
The Collaborative Urban Governance Consultant will play a crucial role in supporting the implementation of the Viva o Verde SP project, which aims to enhance public green spaces in São Paulo. This position involves developing a comprehensive consultancy work plan, mapping relevant initiatives, and facilitating collaborative activities with public managers and stakeholders. The consultant will be responsible for organizing workshops, conducting interviews, and synthesizing outputs into a final document that aligns with the project’s objectives. The role requires a deep understanding of urban governance and the ability to engage with diverse stakeholders to promote inclusive park governance and management.

Duties and Responsibilities:
The consultant's responsibilities include developing a detailed work plan for the consultancy, mapping best practices in collaborative management of public spaces, and analyzing multistakeholder initiatives in São Paulo. The consultant will facilitate meetings with public managers and the intersecretarial Working Group, support technical discussions, and organize workshops and interviews with stakeholders. Additionally, the consultant will deliver organized documentation and data, consolidate outputs into a final synthesis document, and ensure compliance with UN security" style="border-bottom: 1px dotted #007bff !important;">security mechanisms. The consultant will also be responsible for completing required training courses, including the BSAFE security course.

Required Qualifications:
Candidates must possess a postgraduate degree in Urban Planning, Architecture, Public Administration, Geography, Political Science, Sociology, or related fields, or have an additional five years of relevant experience. A bachelor's degree in a related field is also required. The consultant should have a minimum of eight years of experience in sustainable urban development public policies in Brazil, with a proven track record in leading collaborative governance processes and facilitating multi-stakeholder coordination. Familiarity with monitoring and evaluation of public policies and experience working with public spaces are desirable qualifications.

Educational Background:
A postgraduate degree (Lato Sensu or Stricto Sensu) in relevant fields is required, along with a bachelor's degree in Architecture, Urbanism, Public Administration, Geography, Political Science, or related fields. Candidates with extensive relevant experience may be considered in lieu of formal educational qualifications.

Experience:
The position requires a minimum of eight years of experience in sustainable urban development public policies, particularly within Brazil. Candidates should demonstrate a strong background in leading collaborative governance processes and coordinating multi-stakeholder initiatives. Experience in facilitating participatory processes and familiarity with monitoring and evaluation of public policies are essential. Previous experience within the UN System is also desirable.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Working knowledge of English and Spanish is desirable, as English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office.

Additional Notes:
The consultancy is part-time (50%) with a total remuneration of BRL 50,256.00, distributed across four payments based on the delivery of specific products. The consultant must be available for travel within Brazil as required by the Head of the Brazil Office. The appointment is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The contract's extension is contingent upon funding availability and performance.
