Job Overview: The Procurement Officer will play a crucial role in supporting the STRIDES project in Uganda by assisting the Procurement Manager in the efficient coordination and management of procurement functions. This position involves overseeing the day-to-day operations related to the procurement of various supplies and services necessary for the successful implementation of the STRIDES project. The officer will ensure adherence to FHI 360's procurement policies and procedures while managing the procurement process for a wide range of items including office supplies, medical equipment, and pharmaceuticals. The role requires a proactive approach to maintain transparency and responsiveness in procurement processes, ensuring that all operations align with budget constraints and customer needs.
Duties and Responsibilities: The Procurement Officer will be responsible for implementing and maintaining the standards of FHI 360 Uganda Country Office procurement policies and procedures. Key duties include managing the procurement process and inventory of various supplies, ensuring compliance with both FHI 360 and donor-specific policies. The officer will coordinate with finance, administration, and program teams to ensure integrated internal controls and timely vendor payments. Additionally, the officer will support the Procurement Manager in developing logistics plans and budgets, maintaining ethical relationships with suppliers, and communicating effectively with relevant staff regarding orders and deliveries. The role also involves maintaining supplier information, managing procurement trackers, and performing any other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess comprehensive knowledge of procurement and logistics standards and practices, along with a working understanding of company policies regarding budgets and contracts. Excellent oral and written communication skills are essential, as well as strong critical thinking and problem-solving abilities. The ability to influence and negotiate effectively is crucial for ensuring compliance with company objectives. Supervisory skills are also required to manage procurement processes efficiently.
Educational Background: A Bachelor's Degree or international equivalent in Business Administration or a related field from a recognized institution is required. Additionally, a Level II professional qualification in procurement, such as from the Chartered Institute of Procurement and Supply (CIPS), is mandatory. Additional certifications in procurement or business management will be considered an advantage.
Experience: The ideal candidate should have a minimum of 3-5 years of practical experience in procurement and supply management, with demonstrable knowledge of public procurement laws in Uganda and familiarity with various donor requirements, particularly those of the United States Government (USG) agencies. Prior management experience is preferred, along with experience working in a non-governmental organization (NGO).
Languages: Fluency in English is mandatory, with the ability to read, write, and speak clearly and positively with clients and staff. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is based in Kampala, Uganda, and may involve travel as required. The expected hiring salary range for this role is UGX 53,000,000 - 75,000,000 annually, depending on the candidate's experience and qualifications.
