Job Overview: The Regional Supply Chain Operations Director (RSCOD) plays a crucial role in supporting Mercy Corps' supply chain operations across a designated region. This position is responsible for ensuring that programs are delivered in a cost-effective, timely, and high-quality manner. The RSCOD collaborates closely with country procurement, logistics, and program teams to enhance the planning and management of supply chains, ensuring that all support functions are effectively integrated. The role requires a strategic approach to developing supply chain strategies that improve operational capabilities and compliance, while also addressing the unique challenges faced in different countries. The RSCOD is expected to lead initiatives that enhance procurement practices, mitigate risks, and ensure that the organization meets donor requirements. This position also involves significant travel to field offices, particularly during emergencies when procurement needs are heightened.
Duties and Responsibilities: The RSCOD's duties include developing supply chain strategies in collaboration with regional and country program teams, ensuring effective contracting practices, conducting SWOT analyses of supply chain operations, and implementing action plans based on these assessments. The RSCOD will review and act on key performance indicators (KPIs) for supply chains, deploy to country programs during emergencies, and lead the implementation of global and regional procurement initiatives. Additionally, the RSCOD will support country teams in capacity building, provide training for national staff, participate in recruitment processes, and oversee regional office operations in Amman and Thailand. The role also involves monitoring operational performance, identifying risks, and ensuring compliance with organizational policies and procedures.
Required Qualifications: Candidates must possess an advanced degree and a minimum of 10 years of progressive experience in procurement and/or logistics, with at least 5 years in a regional or field operations leadership role. A successful track record in supply chain leadership across various disciplines, including planning, procurement, and logistics, is essential. Candidates should have broad knowledge of procurement strategies and market analysis techniques, as well as experience with institutional donors' policies related to procurement. Strong project management skills, excellent communication abilities, and the capacity to analyze and resolve complex issues are critical. The ideal candidate will be a strong collaborator and influencer, able to work effectively across diverse cultures and organizational structures.
Educational Background: An advanced degree in a relevant field is required for this position. This educational background should ideally be complemented by specialized training or certifications in supply chain management, procurement, or logistics, which would enhance the candidate's ability to perform effectively in this role.
Experience: The position requires a minimum of 10 years of progressive experience in procurement and/or logistics, with at least 5 years in a leadership role within regional or field operations. Candidates should have demonstrated success in managing supply chains in complex environments, preferably within the NGO sector, and possess a thorough understanding of the operational challenges faced in different regions.
Languages: Fluency in English and Arabic is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication and collaboration with local teams and stakeholders.
