Job Overview: The Climate Change Programme Officer will be responsible for overseeing the implementation and monitoring of the multi-donor EmPower-II Women for Climate Resilient Societies programme across five countries in Asia. This role involves leading strategic project planning and implementation plans that integrate gender, energy, and climate change into effective results. The officer will review relevant documents and reports, identify issues, and initiate corrective actions as necessary. The position requires monitoring project implementation, developing narrative reports for UNEP's overall project delivery to various donors, and coordinating budget and funding activities. The officer will also provide technical assistance to stakeholders and governments in implementing gender-responsive national low-carbon, climate-resilient development strategies. The role demands strong project management skills, the ability to facilitate partnerships with financing institutions, and the capacity to conduct training workshops and seminars on gender and climate change. The incumbent will play a crucial role in expanding UNEP's portfolio on clean energy, climate change, and gender equality, while also ensuring compliance with UN procedures and legal instruments.
Duties and Responsibilities:
Undertake and evaluate the implementation and monitoring of the EmPower-II programme in five Asian countries.
Lead strategic project planning and implementation plans for regional and national activities addressing gender, energy, and climate change.
Review and analyze climate change policies and gaps in the region for clean energy transition.
Monitor project implementation and develop narrative reports for UNEP's project delivery to donors.
Coordinate budget and funding activities, including project preparation and submissions.
Prepare communications strategies and ensure timely delivery of project communications.
Provide technical assistance to stakeholders and governments on gender-responsive climate strategies.
Lead partnerships with financing institutions to mobilize investments for gender-responsive renewable energy.
Conduct training workshops and seminars on gender and climate change. 1
Review and analyze issues related to gender and climate change for UNEP's strategic planning. 1
Mobilize regional dialogues in forums related to climate action and sustainable development. 1

Required Qualifications:
Advanced university degree (Master’s or Doctorate) in Environmental Science, Project Management, Business Administration, Finance, or related fields.
A first-level degree (Bachelor’s) with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Strong knowledge of climate change theories, concepts, and approaches, particularly in mitigation and adaptation.
Ability to analyze and interpret data to support decision-making.
Demonstrated professional competence and mastery of subject matter.
Educational Background: An advanced university degree (Master’s or Doctorate) in Environmental Science, Project Management, Business Administration, Finance, or related fields is required. A first-level degree (Bachelor’s) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable.
Experience: A minimum of seven years of progressively responsible experience in energy/nature-based solutions and climate finance is required. This includes experience working with private sector organizations, policy analysis and development, and project/programme management. Experience at both the national and intergovernmental levels, particularly in developing countries in the Asia Pacific region, is essential. Experience working with development banks and vertical funds on project preparation and climate finance mobilization is desired. Additionally, two or more years of experience in data analytics or related areas is desirable.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, but there are no specific desirable languages for this job opening.
Additional Notes: The appointment against this position is for an initial period of one year and may be subject to extension. The selected external candidate will be granted a fixed-term appointment limited in accordance with UN administrative instructions. Renewal of the appointment is contingent upon the continued existence of the mandate and availability of funding.
