Job Overview:
The Chief of the UNFPA Representation Office in Berlin is a senior leadership position responsible for managing UNFPA's relations with the German government, private sector, and civil society partners. This role involves spearheading a proactive diplomatic and advocacy agenda not only in Germany but also in Austria, Liechtenstein, and Central European Member States. The Chief will work closely with the Director of the Division for External Relations (DER) to ensure that UNFPA's strategic objectives are met, particularly in the context of the organization's Strategic Plan (2026-2029). The Chief will be expected to navigate complex political landscapes, advocate for sexual and reproductive health and rights (SRHR), and mobilize political and financial support for UNFPA's work. This position requires a principled leader who embodies UNFPA's values and can effectively communicate and advocate for the organization's mission in a rapidly changing global environment.

Duties and Responsibilities:
  • Strategic Representation and Regional Advocacy: Represent UNFPA at the highest levels in Germany, Austria, and Liechtenstein. Act as the lead advocate for the ICPD agenda, navigating sensitive political landscapes to build consensus on SRHR, gender equality, and population dynamics. Monitor and analyze economic and social shifts in the region, providing strategic updates and developing response plans to ensure UNFPA is well funded. Organize high-level missions for UNFPA leadership and ensure collaboration with other UN entities.
  • Regional Partnership Building and Resource Mobilization: Design and execute a comprehensive Regional Engagement Strategy, cultivating a diverse network of stakeholders including government entities, civil society organizations, and the private sector. Maintain relations with government officials to secure funding and protect UNFPA's mandate. Identify fundraising strategies and drive individual giving campaigns.
  • Strategic Communication and Visibility: Strengthen communication and advocacy with key partners to improve donor engagement and public awareness. Spearhead high-impact advocacy campaigns tailored to cultural and political contexts, ensuring resources for UNFPA are protected and can grow. Contribute to corporate communication strategies.

Required Qualifications:
Candidates must possess an advanced university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration. They should have at least 10 years of progressively responsible professional and managerial experience at both national and international levels, particularly in development and humanitarian issues. Proven political acumen, advocacy expertise, and the ability to navigate complex intergovernmental processes are essential. Candidates should also have strong knowledge of population and development issues, sexual and reproductive health, gender, and human rights.

Educational Background:
An advanced university degree in relevant fields such as Public Health, Sociology, Demography, Gender Studies, International Relations, or related disciplines is required. This educational background is crucial for understanding the complexities of the issues UNFPA addresses and for effectively leading advocacy and partnership efforts.

Experience:
Candidates should have a minimum of 10 years of relevant experience, including significant managerial responsibilities. Experience in development and humanitarian contexts is essential, along with a proven track record in advocacy and coalition building. Candidates should demonstrate the ability to lead teams and achieve results in complex environments, as well as possess strong connections within the ecosystem of government officials, private sector partners, and civil society.

Languages:
High-level proficiency in German, particularly in diplomatic and political contexts, is required, along with fluency in English. Additional language skills in French, Spanish, Chinese, or other official UN languages are considered assets, as they can enhance the management of development program proposals and partnerships across different regions.
