Job Overview:
The Lead Writer and coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will play a crucial role in revising Indonesia's National Clinical Practice Guideline for HIV and Opportunistic Infections (PNPK HIV-IO) and the Ministerial Regulation No. 23 of 2022 on HIV Prevention and Control. This position requires a deep understanding of HIV clinical management and the ability to integrate the latest WHO guidelines and evidence-based practices into national standards. The consultant will work closely with the Ministry of Health (Kemenkes RI) and a multi-specialty expert panel to ensure that the revised guidelines reflect current best practices in HIV treatment and care. The role involves drafting comprehensive documents that cover various thematic areas, including adult and pediatric HIV management, opportunistic infections, and service delivery mechanisms. The consultant will also be responsible for coordinating stakeholder meetings and ensuring that all revisions align with the legal and regulatory frameworks governing HIV services in Indonesia.

Duties and Responsibilities:
  • Produce a comprehensive, fully revised PNPK document covering thematic areas such as Adult HIV Management, Opportunistic Infections, Pediatric HIV, HIV in Pregnant Women, Key Populations, and Service Delivery and Health Systems.
  • Draft proposed amendments to Ministerial Regulation No. 23/2022 to align with updated clinical standards and WHO guidelines.
  • Conduct a literature review and gap analysis of existing guidelines and regulations.
  • Facilitate stakeholder coordination meetings and document meeting outcomes.
  • Consolidate inputs from specialists and incorporate feedback into revised drafts.
  • Prepare final documents for official review and submission to WHO Indonesia.
  • Ensure that all revisions are consistent with BPJS Kesehatan reimbursement policies and other relevant regulatory frameworks.
  • Provide technical guidance and support to Kemenkes RI throughout the revision process.

Required Qualifications:
  • Medical Doctor (MD/dr.) with postgraduate qualification; Specialist or sub-specialist in Infectious Diseases, Internal Medicine, or directly relevant clinical HIV diseases.
  • Active affiliation with an accredited Indonesian university or academic medical center at the time of application.
  • Demonstrated expertise in HIV clinical management with a minimum of 10 years of relevant clinical and/or research experience.
  • Proven track record in producing clinical guidelines, policy documents, or peer-reviewed publications related to HIV/AIDS or infectious diseases.
  • Strong knowledge of Indonesian health system structures, including Kemenkes regulatory frameworks and BPJS Kesehatan mechanisms.
  • Ability to work independently under tight deadlines and manage a multi-stakeholder coordination process.

Educational Background:
Essential: Medical Doctor (MD/dr.) with postgraduate qualification; Specialist or sub-specialist in Infectious Diseases, Internal Medicine, or directly relevant clinical HIV diseases. Desirable: N/A

Experience:
Essential: A minimum of 10 years of relevant clinical and/or research experience in HIV clinical management, with prior engagement in guideline development or policy advisory roles. Desirable: Experience in national guideline development processes in Indonesia and collaboration with WHO or other international health organizations.

Languages:
Fluency in Bahasa Indonesia is required for document drafting, and working proficiency in English is necessary for coordination with WHO and referencing international literature.

Additional Notes:
This position is remote/home-based in Indonesia, with limited on-site meetings. The consultant is expected to travel for coordination meetings with the Ministry of Health and university-based specialists, with approximately 18 travel days anticipated. The remuneration is IDR 26,760,000 per month, excluding travel costs, with payments made in installments upon satisfactory completion of deliverables.
