Job Overview: The position of Consultant for Project CLEAR involves supporting the OSCE's efforts to counter violent extremism and radicalization that lead to terrorism (P/CVERLT) through the use of artificial intelligence (AI) and machine learning (ML). The consultant will be part of a roster of experts who will provide training and capacity-building activities aimed at enhancing the understanding and responsible use of AI technologies in counter-terrorism efforts. The consultant will work on developing training materials, conducting workshops, and facilitating discussions that address the ethical implications and operational challenges of using AI in this context. The role requires a deep understanding of AI technologies and their applications, as well as the ability to communicate complex concepts to diverse audiences, including law enforcement, policymakers, and civil society representatives. The consultant will also be expected to contribute to the design and implementation of training programs that are tailored to the needs of different stakeholders, ensuring that the training is accessible and relevant to their specific contexts.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including but not limited to: developing and updating training materials on AI/ML/DL concepts, creating practical examples and case studies, and facilitating training sessions for different audiences. The consultant will explain complex AI concepts in simple language, ensuring that non-technical participants can understand and engage with the material. They will support participants in translating their operational needs into AI-relevant problem statements and will design practical demonstrations and group exercises that illustrate the use of AI tools in counter-terrorism. The consultant will also integrate responsible-use considerations into all training materials, ensuring compliance with human rights standards and ethical guidelines. Additionally, the consultant will prepare written inputs and summaries following training activities, capturing lessons learned and recommendations for future work.
Required Qualifications: Candidates must possess an advanced university degree in computer science, data science, artificial intelligence, machine learning, applied mathematics, engineering, or a related field. A minimum of 7 years of relevant professional experience is required, with a strong background in machine learning, deep learning, and AI model development. Candidates should have practical experience with AI technologies and a solid understanding of ethical AI governance. Experience in designing and delivering training programs for non-technical audiences is essential, as is proficiency in Python and familiarity with AI/ML libraries such as TensorFlow and PyTorch. Candidates should also demonstrate strong communication skills in English, with proficiency in an additional language from the OSCE region being an asset.
Educational Background: The position requires a Master's degree (or equivalent) in a relevant field such as computer science, data science, artificial intelligence, or engineering. Academic or teaching experience in these areas would be considered an asset, as it demonstrates the candidate's ability to convey complex information effectively and engage with learners.
Experience: Candidates should have at least 7 years of professional experience in the fields of AI, machine learning, or data science. This experience should include practical work with AI models, as well as involvement in training or capacity-building initiatives. Previous experience working with international organizations, particularly in the context of counter-terrorism or public sector applications, is highly desirable.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in at least one other language from the OSCE region is considered an asset, as it enhances the consultant's ability to engage with diverse stakeholders and audiences.
