Job Overview:
The position of International Consultant - Risk Profiling and Targeting Expert involves the development and delivery of comprehensive training content focused on Radiation and Nuclear (R/N) Risk Profiling and Targeting. The consultant will be responsible for creating training modules, presentations, practical exercises, and participant materials necessary for effective training delivery. The role also includes facilitating training exercises in Malaysia and Indonesia, ensuring that participants receive technical guidance and support throughout the training process. A key expectation is the submission of detailed post-training reports that summarize activities, participant engagement, and key findings, which will contribute to the continuous improvement of the training program.

Duties and Responsibilities:

• Develop technical content for R/N Risk Profiling and Targeting Training, including training modules, presentations, practical exercises, and supporting documentation.
• Deliver and support R/N Risk Profiling and Targeting training exercises in Malaysia and Indonesia, ensuring effective facilitation and participant engagement.
• Submit comprehensive post-training reports for both training exercises, detailing activities, participant engagement, key findings, recommendations, and lessons learned.
• Provide technical input for training slide decks and assessments covering awareness, identification, prevention, and response strategies related to R/N risks.
• Liaise regularly with the Programme Officer to ensure alignment with training objectives and organizational goals.

Required Qualifications:
An advanced university degree (Master’s degree or equivalent) in law, criminology, public administration, political science, international relations, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of 10 years of relevant experience in border management and law enforcement is required, along with proven experience in training law enforcement officers in an international context. Familiarity with risk profiling and targeting equipment is essential, as is a broad understanding of criminal networks in Asia and Africa. Strong interpersonal and communication skills, particularly in intercultural contexts, are desirable, as is experience working with national and regional counterparts from diverse cultural backgrounds.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as law, criminology, public administration, political science, or international relations. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of 10 years of relevant experience in border management and law enforcement. Candidates should have experience in training within an international environment, specifically training law enforcement officers. Proven experience in the use and deployment of risk profiling and targeting equipment is necessary, along with a broad understanding of criminal networks in Asia and Africa. Previous work experience with the UN or other international organizations is highly desirable, as is experience in developing training modules and curricula.

Languages:
Fluency in oral and written English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage.
