Local Consultant - Localization of Anti-Corruption Training for MSMEs in Ukraine

Job Overview:
The position of Local Consultant involves updating and localizing an anti-corruption training package specifically designed for micro, small, and medium-sized enterprises (MSMEs) in Ukraine. The consultant will work closely with UNODC staff and local stakeholders to ensure that the training is relevant to the local context and addresses the specific needs of MSMEs. The consultant will be responsible for developing a methodology, delivering training sessions, and organizing a multi-stakeholder round table to promote business integrity. The role requires a deep understanding of anti-corruption measures and the ability to engage with various stakeholders in the public and private sectors. The consultant will also be expected to produce reports and documentation related to the training and its outcomes, contributing to the overall goal of enhancing business integrity in Ukraine during its recovery and reconstruction efforts.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:

• Developing a methodology and outline for the assignment, including an inception report that details the workplan and timeline.
• Updating and localizing the anti-corruption training package for MSMEs, ensuring it aligns with local norms and practices. This includes translating materials into Ukrainian and incorporating relevant case studies and resources.
• Delivering the localized training to selected MSMEs, collecting feedback, and assessing the impact of the training on participants' anti-corruption measures.
• Organizing a multi-stakeholder round table to disseminate the training package and facilitate discussions on business integrity.
• Producing reports on the training sessions and round table discussions, highlighting key recommendations and lessons learned.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in legal studies, business, management, education, social science, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. A minimum of five years of experience in compliance, anti-corruption, and ethics programs within the private sector is required. Experience in capacity-building and facilitating workshops with diverse stakeholders is essential, along with a strong understanding of Ukrainian anti-corruption legal frameworks. Proficiency in Microsoft Office applications is required, and previous experience with the United Nations or international organizations is desirable.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in legal studies, business, management, education, social science, or humanities is required. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of five years of relevant experience, particularly in compliance departments or in strengthening anti-corruption and ethics programs within the private sector. Experience in capacity-building initiatives related to integrity and anti-corruption, especially in Ukraine, is essential. The consultant should also have experience in facilitating workshops and consultations with various stakeholders, including public and private sectors and civil society.

Languages:
Fluency in oral and written English and Ukrainian is mandatory for this position. Knowledge of another official United Nations language is considered an advantage. Proficiency in English is particularly important as it is one of the working languages of the United Nations Secretariat.
