Job Overview:
The National Evaluation Consultant will be engaged on a retainer basis to support the evaluation team leaders in conducting evaluations for UN Women’s Fiji Multi-Country Office. The consultant will provide technical and analytical expertise throughout the evaluation cycle, ensuring adherence to UN Women evaluation standards and quality assurance requirements. The consultancy aims to establish a roster of qualified consultants who can be engaged as needed, allowing UN Women to retain services based on organizational needs and consultant availability. The consultant will work both remotely and in person, depending on specific assignments, and will contribute to the implementation of evaluations across various thematic areas related to gender equality and women's empowerment.

Duties and Responsibilities:
The consultant will be responsible for several key tasks throughout the evaluation process, including:
  • Evaluation Planning: Reviewing relevant documentation, conducting portfolio analyses, and synthesizing initiatives relevant to the evaluation topic.
  • Evaluation Inception: Supporting stakeholder analysis, developing evaluation methodologies, and preparing methodological tools.
  • Evaluation Data Collection: Organizing and conducting interviews and consultations, ensuring adherence to ethical standards, and documenting findings.
  • Analysis and Reporting: Contributing to evaluation outputs, including inception reports and final synthesis reports.
  • Other Tasks: Undertaking additional tasks as assigned by the supervisor or evaluation team leader. The consultant will produce high-quality deliverables, including desk reviews, stakeholder analyses, and qualitative and quantitative data analyses.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Gender Studies, Development Studies, or Social Sciences. A first-level university degree with additional relevant experience may be accepted. Required qualifications include strong knowledge of evaluation methodologies, experience in conducting evaluations or assessments, and familiarity with gender equality and women's empowerment issues. Candidates should demonstrate the ability to apply qualitative and quantitative data collection methods and have experience in multi-stakeholder consultations.

Educational Background:
A Master’s degree in Gender Studies, Development Studies, Social Sciences, Political Science, Evaluation, International Relations, or related fields is required. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted in lieu of a Master’s degree.

Experience:
Candidates should have at least five years of relevant working experience in evaluation or assessment assignments with multilateral or bilateral development organizations. Those with a first-level university degree should have seven years of experience. Experience should include conducting qualitative and quantitative research analysis and drafting analytical reports, ideally with a focus on gender-responsive policies and programs. Familiarity with the Pacific region and UN Women’s mandate is also preferred.

Languages:
Fluency in written and spoken English is mandatory. Proficiency in Pacific Island languages such as Fijian, Bislama, or Pidgin is considered an advantage, enhancing communication with local stakeholders.

Additional Notes:
The consultancy will run from June/July 2026 to June/July 2028, for a maximum of 100 working days. The position is home-based, with travel arranged and paid separately by UN Women as needed. Performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables.
