Job Overview:
The Programme Officer position is crucial for the implementation, monitoring, and evaluation of various programs and operations within the OHCHR Regional Office for Southern Africa. The role involves a comprehensive approach to program management, requiring the officer to participate in the development and evaluation of assigned projects. This includes analyzing program development, identifying issues, and proposing corrective actions. The Programme Officer will also engage in policy development, conduct research, and prepare various written outputs such as reports and background papers. The position demands a proactive approach to outreach activities, including conducting training workshops and seminars, and providing substantive support to meetings and conferences. The officer will also coordinate budget-related activities and ensure that data analysis is effectively documented and utilized for decision-making.

Duties and Responsibilities:
The Programme Officer will undertake a variety of responsibilities, including:
  • Participating in the development, implementation, and evaluation of assigned programs/projects.
  • Monitoring and analyzing program/project development and implementation, reviewing relevant documents, and proposing corrective actions.
  • Conducting research and presenting information from diverse sources.
  • Assisting in policy development and preparing evaluations or research studies.
  • Designing data collection tools and interpreting responses to prepare conclusions.
  • Preparing written outputs such as background papers, reports, and publications.
  • Providing support for meetings and conferences, including proposing agenda topics and preparing documents.
  • Conducting outreach activities and training workshops.
  • Participating in field missions and drafting mission summaries. 1
  • Coordinating budget and funding activities, preparing related documents and reports. 1
  • Collecting and analyzing data to identify trends and provide insights for decision-making. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of project management and administration, with a focus on results-based management and programming tools.

Educational Background:
The educational requirements for this position include an advanced university degree (Master’s degree or equivalent) in relevant fields such as business administration, management, or economics. Alternatively, a first-level university degree combined with relevant experience may be accepted. Additional qualifications in data analytics or related fields are advantageous, highlighting the importance of analytical skills in this role.

Experience:
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates should have experience with results-based management and programming tools. Additionally, two or more years of experience in data analytics or a related area is desirable. Experience working in organizations that promote human rights or social justice is also preferred, as it aligns with the mission of the OHCHR.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of II according to the UN Language Framework. Knowledge of French or Portuguese is desirable, as it may enhance communication and collaboration within the organization and with stakeholders.
