Job Overview: The Human Rights Officer position is crucial for supporting the promotion and protection of human rights in southern Africa. The incumbent will focus on integrating human rights into development strategies, providing thematic expertise, and advising various stakeholders. The Human Rights Officer will monitor compliance with international human rights laws, analyze data for early warning and accountability, draft reports, and advise UN leadership and national authorities on critical issues such as the protection of civilians and transitional justice. This position requires a proactive approach to fostering partnerships and capacity-building initiatives that advance equality and accountability, ensuring that no one is left behind in the pursuit of human rights.
Duties and Responsibilities: The Human Rights Officer will be responsible for a wide range of duties, including:
Conducting substantive monitoring of human rights implementation and following up on recommendations from various human rights mechanisms.
Collecting, documenting, and analyzing evidence-based information on various rights to inform decision-making and accountability.
Drafting and disseminating human rights reports and analytical papers to guide strategies and policies.
Verifying and analyzing multi-source information relevant to human rights situations.
Providing advisory support to strengthen national and regional human rights systems and frameworks.
Designing and delivering capacity-building programs for various stakeholders, including state institutions and civil society.
Contributing to the integration of human rights norms into political, humanitarian, and development frameworks.
Engaging in advocacy and outreach activities to promote human rights.
Supporting partnership-building activities and delivering training programs for UN staff and partners.
Required Qualifications: Candidates must possess a strong understanding of international human rights law, norms, and standards. They should demonstrate professionalism, teamwork, and effective planning and organizing skills. The ability to build and maintain partnerships is essential, along with critical thinking and program management skills. Candidates should also have experience in designing and evaluating capacity-building programs. A commitment to gender perspectives and ensuring equal participation in all areas of work is required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in fields such as human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, or humanitarian affairs is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of 5 years of progressively responsible experience in human rights or related areas is required. Relevant experience may include political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs. Candidates must demonstrate the ability to work collaboratively and build partnerships, as well as possess knowledge of international human rights law and critical thinking skills.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French or Portuguese is desirable, with a minimum proficiency level of UN Level I in these languages.
